Russell C. Elliott was born in Concord, New Hampshire, in 1842. He joined the Army in August 1862 from Boston. He served in Company B of the 3rd Massachusetts Volunteer Cavalry.
In December 1864, he became a Second Lieutenant. He finished his service with his group in September 1865. Russell C. Elliott passed away on October 23, 1898. He is buried at Woodlawn Cemetery and Crematory in Everett, Massachusetts.
