James Donell "Scoonie" Penn was born on January 9, 1977. He is an American professional basketball coach and a former player. He was most recently an assistant coach for the Memphis Grizzlies in the National Basketball Association (NBA).
During his playing career, Scoonie Penn was a point guard. He played mostly in Europe. The Atlanta Hawks picked him in the 2000 NBA Draft. He was the 57th player chosen overall. However, he never played a game in the NBA.

High School Basketball Career
Scoonie Penn played high school basketball at Salem High School. This school is located in Salem, Massachusetts. He helped his team win a state championship in 1995.
College Basketball Career
After high school, Penn played college basketball for Boston College. Later, he moved to Ohio State University. There, he played alongside Michael Redd, who later became a shooting guard for the Milwaukee Bucks. Together, they formed a very strong backcourt team.
Professional Basketball Career
After college, Scoonie Penn went to Europe to play professional basketball. He became well-known while playing for the Adriatic League club Crvena zvezda (also known as Red Star Belgrade). He had a fantastic 2002–03 season with Crvena zvezda. Fans really liked him, and he was a key leader for the team. This was considered the best season of his playing career.
After leaving Red Star, Penn played for Cibona Zagreb during the 2005–06 season. In the 2006–07 season, he joined the Greek League team Olympiacos. He then moved to the Turkish Super League club Efes Pilsen for the 2007–08 season. After that, he played for the Ukrainian Super League club Kyiv in the 2008–09 season.
At the start of the 2009–10 season, Penn began playing in the Italian League. He joined the team Virtus Bologna. On January 1, 2010, it was announced that Penn would return to the Greek team Olympiacos. He replaced another player, Von Wafer, who had left the team. In October 2010, he signed with Prima Veroli. This team was playing in the Italian Second Division at that time.
National Team Experience
Scoonie Penn was a member of the Team USA. With Team USA, he won a gold medal. This happened at the 1999 Palma Summer Universiade.
Coaching Career
After Scoonie Penn stopped playing professional basketball, he started a coaching career. He became the director of player development for the Ohio State basketball program. On August 5, 2019, he accepted a new job. He became an assistant coach for the NBA team, the Memphis Grizzlies. He worked with the Grizzlies until 2023.

College Awards
- In the 1995–96 season, he was named the Big East Conference Men's Basketball Rookie of the Year. He was also part of the First Team All-Big East Conference.
- For the 1996–97 season, he was again on the First Team All-Big East Conference. He also won the Big East Conference tournament championship and was named the tournament's Most Valuable Player (MVP).
- In the 1998–99 season, he was named the Big Ten Conference Co-Player of the Year.
- He led Ohio State to the NCAA Final Four in 1998–99.
- In 1999–00, he received the Frances Pomeroy Naismith Award. This award goes to the nation's best senior player under 6 feet tall.
- He was chosen as Third Team All-America in both his junior (1999) and senior (2000) seasons. He was also First Team All-Big Ten Conference in both those years.
- Scoonie Penn finished his career at Ohio State University as the college's all-time leader in three-point shots made.
