Shih Chi-yang (Chinese: 施啟揚; pinyin: Shī Qǐyáng; Wade–Giles: Shih1 Chʻi3-yang2 [ʂí tɕʰì.i̯ǎŋ]) was a very important politician from Taiwan. He was born on May 5, 1935, and passed away on May 5, 2019. Throughout his career, he held several high-ranking positions in the government, helping to shape the country's laws and policies.
He served as the Vice Premier of the Republic of China from 1988 to 1993. He also played a key role in setting up the Mainland Affairs Council, which deals with relations between Taiwan and mainland China. Later, he became the President of the Judicial Yuan, which is Taiwan's highest court, from 1994 to 1999.
Shih Chi-yang died at his home in Sanxia District, New Taipei, due to multiple organ failure.

Shih Chi-yang's Early Life and Education
Shih Chi-yang was born in Rokkō, which is now known as Lukang in Changhua, Taiwan. At the time, Taiwan was under Japanese rule.
He received a strong education, attending two well-known universities. He studied at National Taiwan University and later at Heidelberg University in Germany. These studies prepared him for his future roles in law and government.
Important Roles in Taiwan's Government
Shih Chi-yang held several powerful positions in the government of the Republic of China (Taiwan). Each role was important for how the country was run.
Minister of Justice
From 1984 to 1988, Shih Chi-yang served as the Minister of Justice. In this role, he was in charge of the country's legal system. This included overseeing courts, prisons, and making sure laws were followed fairly.
Vice Premier of the Republic of China
From 1988 to 1993, he was the Vice Premier. This position is like being the second-in-command to the Premier, who leads the government's executive branch. As Vice Premier, he helped manage many important government activities and policies.
Founding the Mainland Affairs Council
Shih Chi-yang was very involved in creating the Mainland Affairs Council. This council was set up in 1991 to handle all matters related to mainland China. He became its first Minister, showing his importance in shaping Taiwan's approach to cross-strait relations.

His final major role was as the President of the Judicial Yuan from 1994 to 1999. The Judicial Yuan is Taiwan's highest judicial body, similar to a supreme court. As its president, he was responsible for the entire court system and ensuring justice in the country.

Awards and Recognition
