Solveig Hoogesteijn is the second daughter of a Dutch father and a German mother. Her parents moved to Venezuela in 1947. For over 30 years, her father hosted a German-language radio show in Caracas called La Hora Alemana (The German Hour). This show was for all German-speaking people in the area.

Solveig went to high school at the Humboldt German School in Caracas. She then studied Art and Literature at the Universidad Central de Venezuela in Caracas. After that, she traveled to Germany to study filmmaking from 1971 to 1976 at the University of Television and Film Munich.

Solveig Hoogesteijn was married to Víctor Cuica, a Venezuelan jazz musician and actor. He worked on many of her films, creating the music soundtracks and sometimes acting in important roles. They have one son together.

Because she understands both European and Latin American cultures, Solveig works to connect these two parts of the world through art and culture.
