Steen was platted in 1888, and named for brothers John P. Steen and Ole P. Steen, Norwegian settlers. A post office has been in operation at Steen since 1888.
According to the United States Census Bureau, the city has a total area of 0.42 square miles (1.09 km2), all of it land.

As of the census of 2010, there were 180 people, 67 households, and 49 families living in the city. The population density was 428.6 inhabitants per square mile (165.5/km2). There were 76 housing units at an average density of 181.0 per square mile (69.9/km2). The racial makeup of the city was 90.0% White, 2.8% Native American, 1.1% Asian, and 6.1% from two or more races. Hispanic or Latino of any race were 0.6% of the population.
There were 67 households, of which 43.3% had children under the age of 18 living with them, 55.2% were married couples living together, 11.9% had a female householder with no husband present, 6.0% had a male householder with no wife present, and 26.9% were non-families. 26.9% of all households were made up of individuals, and 9% had someone living alone who was 65 years of age or older. The average household size was 2.69 and the average family size was 3.24.
The median age in the city was 33 years. 35.6% of residents were under the age of 18; 5% were between the ages of 18 and 24; 25.6% were from 25 to 44; 23.9% were from 45 to 64; and 10% were 65 years of age or older. The gender makeup of the city was 50.0% male and 50.0% female.
