Stephen William Moutray, born on February 25, 1959, is a politician from Northern Ireland. He is a member of the Democratic Unionist Party (DUP). Currently, he serves as a local councillor for the Lurgan area. This is part of the Armagh, Banbridge and Craigavon Borough Council. He has held this role since December 2018.
Before this, Mr. Moutray was a Member of the Legislative Assembly (MLA). He represented the Upper Bann area from 2003 to 2016. He also served as a councillor for Lurgan on the Craigavon Borough Council. He was a councillor there from 2001 to 2014. During this time, he was the Mayor of Craigavon from 2010 to 2011.

Stephen Moutray's Political Journey
Stephen Moutray began his political career in local government. He was first elected to the Craigavon Borough Council in 2001. He represented the Lurgan District. As a councillor, he was involved in many important committees. He also served as the vice-chairman of the Environmental Health Committee.
Serving in the Northern Ireland Assembly
In 2003, Stephen Moutray was elected to the Northern Ireland Assembly. He represented the Upper Bann area. He served as an MLA for 13 years. He stepped down from the Assembly in 2016.
Return to Local Council Work
After leaving the Assembly, Mr. Moutray returned to local politics. In December 2018, he joined the Armagh City, Banbridge and Craigavon Borough Council. He was chosen to fill a vacant seat for the Lurgan District. He was then re-elected by voters in the 2019 and 2023 council elections.
About Stephen Moutray's Life
Stephen Moutray attended Lurgan Junior High School and Lurgan College. After finishing school, he worked in his family's business. Later, he worked for the postal service. He has been a member of the Democratic Unionist Party since 1979.
He is married to Myrtle and they have three children. In his free time, he enjoys golf, walking, and cycling. He is also an active member of the Free Presbyterian Church of Ulster.
