Tulinabo Salama Mushingi (born August 4, 1956) is an American diplomat. He was born in the Democratic Republic of the Congo. Mr. Mushingi served as the United States Ambassador to Angola and São Tomé and Príncipe from 2022 to 2024.
Before that, he was the U.S. Ambassador to Burkina Faso from 2013 to 2016. He also served as the U.S. Ambassador to Senegal and Guinea-Bissau from 2017 to 2022. He also worked for Secretaries of State Hillary Clinton and John F. Kerry.

Early Life and Education
Tulinabo Mushingi began his career with the Peace Corps. He worked in several countries, including Papua New Guinea and the Democratic Republic of the Congo. He also served in Niger and the Central African Republic.
He earned a master's degree from Howard University. Later, he received a Doctor of Philosophy degree from Georgetown University. Mr. Mushingi also taught at Dartmouth College and Howard University. After that, he became an instructor at the U.S. State Department's Foreign Service Institute. This institute trains diplomats.
A Career in Foreign Service
After joining the Foreign Service, Mr. Mushingi worked in many places. He had assignments in countries like Malaysia, Mozambique, and Zambia. He also worked in Morocco.
In Washington D.C., he worked in different departments. These included the Bureau of Intelligence and Research. He also worked in the Bureau of International Organization Affairs. Another role was in the Bureau of Human Resources.
From 2003 to 2006, he was a management officer. He traveled with Deputy Secretary of State Richard Armitage. From 2006 to 2009, he was a management counselor at the U.S. Embassy in Tanzania.
In 2009, he became the Deputy Chief of Mission. He also served as the chargé d'affaires for the U.S. Embassy in Addis Ababa, Ethiopia. This means he was in charge when the ambassador was away. From 2011 to 2013, he worked in the offices of Secretary of State Hillary Clinton and then John Kerry.
Ambassador to Burkina Faso
On April 11, 2013, President Barack Obama chose Mr. Mushingi to be the next ambassador to Burkina Faso. The Senate Foreign Relations Committee held hearings about his nomination. The committee approved his nomination on June 25, 2013. The full Senate confirmed him on July 9, 2013.
Ambassador to Senegal and Guinea-Bissau
In early 2017, President Barack Obama nominated Mr. Mushingi to be the U.S. Ambassador to Senegal. He was also nominated to serve as Ambassador to Guinea-Bissau at the same time. President Donald Trump later renominated him for the same positions.
The Senate Foreign Relations Committee held hearings on April 26, 2017. The committee approved his nomination on May 9, 2017. The United States Senate confirmed him on May 18, 2017. He officially started his role by meeting Senegalese President Macky Sall on August 4, 2017.
Ambassador to Angola and São Tomé and Príncipe
On April 15, 2021, President Joe Biden nominated Mr. Mushingi for his next roles. He was chosen to be the U.S. Ambassador to Angola and São Tomé and Príncipe. His nomination was sent to the Senate on April 19, 2021.
The Senate Foreign Relations Committee held hearings on June 9, 2021. The committee approved his nomination on June 24, 2021. The United States Senate confirmed him on December 18, 2021.
Mr. Mushingi presented his credentials to President João Lourenço of Angola on March 9, 2022. He then presented his credentials to President Carlos Vila Nova of São Tomé and Príncipe on August 10, 2022. He retired from his diplomatic service in October 2024.

Personal Life
Tulinabo Mushingi is married to Rebecca Mushingi, and they have one child. He is fluent in several languages. He speaks Portuguese, French, and Swahili.
