Early Life and Education
Alexander Pochinok was born in Chelyabinsk, Russia, on January 12, 1958. He studied at the Chelyabinsk Polytechnic Institute. In 1980, he earned a degree in engineering and economics. He continued his studies and received a special doctorate degree in economics in 1986. This higher degree was from the Institute of Economy of the Academy of Sciences of the Soviet Union.
His Career in Government
For ten years, from 1980 to 1990, Pochinok worked as a researcher. He was part of the Soviet Academy of Sciences. In 1990, he became a representative in the Duma, which is like a parliament. He represented his home city, Chelyabinsk. He was one of the first independent politicians elected to the Duma. He even became the head of the Duma's budget committee.
In September 1993, he left the Duma. From 1993 to 1994, he worked as a deputy finance minister. This meant he helped manage the country's money. In 1995, he became an associate professor. By 1997, he was a full professor of tax policy at the Plekhanov Russian University of Economics.
Pochinok led the state tax service from 1998 to 1999. After that, he was in charge of finance and money rules from 1998 to 1999. From 1999 to 2000, he served as the minister of taxes and levies. This role involved overseeing how taxes were collected.
In May 2000, President Vladimir Putin chose Pochinok for a new role. He became the minister of labor and social development. He worked in Prime Minister Mikhail Kasyanov's government. Pochinok stayed in this job until 2004. After that, he worked as a deputy representative for the president in the Southern Federal District. From 2007 to 2011, he represented Krasnodar Krai in the Federation Council. This is like another part of the Russian parliament.
In January 2012, Pochinok was again appointed as a senator. He became a member of the Federation Council. In October 2012, he joined the Civic Platform political party. This party was started by a businessman named Mikhail Prokhorov.
His Ideas
Alexander Pochinok was known as one of the first liberal economists in Russia. This means he believed in economic freedom and less government control. Later, he supported the economic plans of Boris Yeltsin in the mid-1990s.
Personal Life and Passing
Alexander Pochinok was married two times. His second wife, Natalia Gribkova, was a student of his. She was also a champion in light athletics in Russia. He had two sons and one daughter.
Pochinok passed away on March 16, 2014, at 56 years old. He died from a hemorrhagic stroke.
