However, the United States and many other countries see it differently. They believe it is an "international strait." An international strait is a waterway used for international shipping.

If it were an international strait, foreign ships would have the right to "transit passage." This means they could pass through without needing special permission.

Even if it were an international strait, Canada would still have some rights. Canada could make rules about fishing, protecting the environment, and ensuring shipping safety. However, Canada would not be able to close the passage to international ships.
