Cecilia Elena Rouse (born December 18, 1963) is an American economist. An economist studies how people and societies make choices about money and resources. She is currently the President of the Brookings Institution, a group that researches public policy.
Before this, she was the 30th Chair of the Council of Economic Advisers from 2021 to 2023. This council advises the President of the United States on economic matters. She was the first Black American to hold this important position. She also served as the dean of the Princeton School of Public and International Affairs at Princeton University.

Early Life and School
Cecilia Rouse grew up in Del Mar, California. She finished high school at Torrey Pines High School in 1981. She has two siblings. Her brother, Forest Rouse, is a physicist. Her sister, Carolyn Rouse, is an anthropologist and a professor at Princeton University.
Her father, Carl A. Rouse, was a research physicist. He earned his PhD from the California Institute of Technology in 1956. Her mother, Lorraine, worked as a school psychologist.
Cecilia Rouse went to Harvard University. She earned her Bachelor of Arts degree in economics in 1986. She then completed her PhD in economics from Harvard University in 1992.
Her Career Journey
After finishing her doctorate, Dr. Rouse began teaching at Princeton University in 1992.
Working with Presidents
Dr. Rouse has advised multiple U.S. Presidents.
- From 1998 to 1999, she worked for the United States National Economic Council under President Bill Clinton. This council helps the President make economic decisions.
- She was also a member of President Barack Obama's Council of Economic Advisers. She served in this role from 2009 to 2011.
Leadership at Princeton
Dr. Rouse served as the dean of the Princeton School of Public and International Affairs. She is also a special professor in the Economics of Education. She helped start the Princeton University Education Research Section.
She is a member of the National Academy of Education. She is also a research associate for the National Bureau of Economic Research. Her main research focuses on how economics relates to education and jobs.
Role in the Biden Administration
In November 2020, President Joe Biden chose Dr. Rouse to lead the Council of Economic Advisers. The Senate Banking Committee held meetings about her nomination. On March 2, 2021, the Senate voted to confirm her. She was approved by a large majority of 95 votes to 4.
Dr. Rouse left her position as Chair of the Council of Economic Advisers in March 2023. She returned to teaching at Princeton University. Jared Bernstein was nominated to take her place. In January 2024, she became the 9th President of the Brookings Institution.
