Dulce Maramba Quintans-Saguisag (born September 5, 1944 – died November 8, 2007) was an important Filipino leader. She served as the Secretary of the Department of Social Welfare and Development (DSWD) under President Joseph Estrada. This department helps people in need, like families and children. Dulce Saguisag was also the wife of Rene Saguisag, a former Senator in the Philippines.

Her Early Life and Education
Dulce Maramba Quintans was born on September 5, 1944. She came from a family with a history of public service. Her family included Senator Daniel Maramba from Pangasinan.
She studied at the University of the Philippines Diliman. There, she earned a degree in social work. She was very good at her studies, placing third in the national exam for social workers in 1964.
Dulce started her career in 1964 at the Social Welfare Administration. This agency is now known as the Department of Social Welfare and Development. She worked as a senior social worker and later became a supervisor.
In 1967, she went to the United States on a special scholarship. She observed how social work was done there. She also joined a program that helped people in need.
She then received another scholarship to Boston College. In 1969, she earned her master's degree in social work. She focused on how to organize communities and plan social programs.
While studying in Boston, she met Rene Saguisag. He was studying law at Harvard Law School. They got married and had two daughters and three sons. Dulce enjoyed collecting angel and Santa Claus figurines. She also loved ballroom dancing with her husband.
Her Career Journey
After getting her master's degree, Dulce Saguisag returned to the Philippines. In 1971, she rejoined the Department of Social Welfare and Development. She worked as a specialist in social welfare programs. Later, she was promoted to assistant director of the Bureau of Family and Child Welfare.
In 1976, she took on new roles at the Development Academy of the Philippines. She became the director for human resources development. She also directed management training programs.
Dulce Saguisag later worked outside the government. In 1984, she joined Mondragon International Philippines, Inc. She was a manager for human resource development. She stayed with the company until 1999. By then, she was a vice chairperson and deputy chief executive officer.
Serving as Secretary of Social Welfare
In October 2000, Dulce Saguisag was chosen by President Joseph Estrada to be the Secretary of the Department of Social Welfare and Development (DSWD). She took over after Gloria Macapagal Arroyo resigned from the position.
Her husband, Rene Saguisag, was worried about her health. Dulce had undergone surgery for breast cancer in 1997. But she still accepted the important role.
On January 19, 2001, Dulce Saguisag made a big decision. She was one of eleven cabinet members who stopped supporting President Estrada. This happened because of serious accusations against the president. The next day, January 20, 2001, President Estrada was removed from office. This event is known as EDSA II in the Philippines.
Her Passing
Dulce Saguisag passed away on November 8, 2007. She was in a serious car accident in Makati. She was on her way home with her husband after ballroom dancing. Her husband, Rene Saguisag, was badly hurt in the accident. Two other people in their van were also injured.
The accident happened when a dump truck hit their van. The dump truck was reportedly speeding and ran a red light. Dulce Saguisag was taken to the hospital but sadly died from her injuries. The police arrested the dump truck driver.
Her funeral was held on November 16, 2007. A Roman Catholic mass was held at St. Scholastica’s College in Manila, where she had studied. She was buried at the Manila Memorial Park cemetery in Parañaque.
Many people attended her funeral, including former Presidents Corazon Aquino and Joseph Estrada. Her husband, Rene Saguisag, was released from the hospital a month later.
