Garry Conille (born 26 February 1966) is an important figure in Haiti. He has worked as a scholar, a development expert, and an author. He served as the acting Prime Minister of Haiti until November 10, 2024.
Before this, he was Prime Minister from 2011 to 2012. He stepped down on February 24, 2012. Laurent Lamothe officially took over his role in May 2012.
In May 2024, Haiti's special council chose Conille to be Prime Minister again. This happened as the country worked to become stable and regain control from violent groups.
On November 10, 2024, the council replaced Conille with Alix Didier Fils-Aimé. However, Garry Conille is still part of the Haitian government. He now serves as the Minister of Interior and Territorial Communities.

Garry Conille's Early Life
Garry Conille is the second of four brothers. His parents are Marie Antoinette Darbouze and Dr. Serge Conille. His father was a Minister of Sports and Youth during the Duvalier era in Haiti.
Garry Conille is married to Betty Rousseau. She is the stepdaughter of Marc Bazin, who was also a former Prime Minister of Haiti. Garry and Betty have twin daughters named Soraya and Gaelle.
Garry Conille's Medical Career
Garry Conille studied at the Collège Canado-Haïtien. He also attended the Faculty of Medicine and Pharmacy at the State University of Haiti. He earned a master's degree in Political and Health Administration. He did this as a Fulbright scholar at the University of North Carolina at Chapel Hill.
Later, he received a special certificate in gynecology and obstetrics. He also earned a Ph.D. in Medicine from the University of Haiti.
From 1994 to 1998, he worked for the Haitian Association for National Development. There, he created a health system that gave basic care to people in poor areas of Haiti. In 1999, he evaluated the Albert Schweitzer Hospital. This hospital is a non-profit organization (NGO) that helps over 260,000 people in Artibonite.
From 2002 to 2004, he was a technical advisor for Population Services International (PSI).
Garry Conille's Work with the United Nations
Garry Conille started working for the United Nations (UN) in 1999. He was a project officer for the United Nations Population Fund (UNFPA). He later became a program officer for the same agency.
In 2004, he became an international official within the UN system. He worked as a technical advisor for UNFPA until 2006. He helped countries in Africa with population and health issues.
From 2006 to 2007, he was a technical advisor for the UN's Millennium Development Goals (MDGs) project. He worked under Jeffrey Sachs, a special representative for the UN Secretary-General. In 2007, Conille returned to UNFPA. He became the Chief Technical Advisor for Africa.
From 2008, Garry Conille led the MDG Unit at the United Nations Development Programme (UNDP). He created a plan to speed up MDG progress. This plan was used by over 30 countries. He also helped prepare reports for the UN Secretary-General.
After the 2010 Haiti earthquake, he was asked to lead the office of the UN Special Envoy to Haiti. Conille worked with the Haitian government and other groups. His goal was to create a plan to rebuild Haiti. He also helped coordinate aid and set up the Interim Haiti Recovery Commission.
Conille has also been the United Nations Resident Coordinator for three countries:
In Jamaica, he oversaw the Multi-Country Office. This office also covered the Bahamas, Bermuda, Turks and Caicos, and the Cayman Islands.
Garry Conille as Prime Minister of Haiti
First Term as Prime Minister
In August 2011, people in Haiti started talking about Garry Conille becoming the next Prime Minister. On September 5, President Michel Martelly officially nominated him. This was the third person nominated after Jean-Max Bellerive resigned. The Senate had rejected the previous two nominees.
There were questions about whether Conille met the requirement of living in Haiti for five years. The president said Conille was exempt because he worked for the United Nations for Haiti.
His nomination process began on September 8, 2011. The Chamber of Deputies approved him on September 16. On October 5, the Senate confirmed Garry Conille as the 16th Prime Minister of Haiti. He was the youngest Prime Minister under the 1987 Constitution.
Resignation from First Term
Conille resigned on February 24, 2012. This happened because his ministers lost trust in him. He had disagreements with ministers and President Martelly. One issue was an investigation into whether government officials had dual nationality. This is against Haiti's Constitution.
Martelly refused to cooperate with the investigation. Some ministers did cooperate, but others did not. When Conille called a meeting to discuss this, no ministers showed up. This showed they no longer trusted him, leading to his resignation.
Conille remained Prime Minister until his replacement was chosen. This is allowed by the constitution. Laurent Lamothe was voted in by parliament and officially appointed in May 2012.
Second Term as Prime Minister
On May 28, 2024, Conille was chosen as the interim Prime Minister. Six out of seven members of the Transitional Presidential Council of Haiti voted for him. This happened after Ariel Henry resigned in April 2024 during ongoing problems in Haiti. Conille was sworn in on June 3, 2024.
Soon after, on June 8, Conille was hospitalized. Government sources said it was due to an asthma attack. He was released after one night. Conille's cabinet (his team of ministers) was sworn in on June 12. He was also appointed as the Minister of Interior and Territorial Communities.
Conille's government appointed Rameau Normil to lead the Haitian National Police again. This was to help with the growing security problems. The first group of the Multinational Security Support Mission in Haiti arrived in Haiti on June 25. Conille's first official trip as Prime Minister was to the United States. He went to ask for more help for Haiti.
On July 29, a hospital in Port-au-Prince was attacked by gang members. This happened while Conille was giving an interview to CNN. He managed to escape safely. After a terrible event in October 2024, Conille traveled to the United Arab Emirates and Kenya. He went to seek security help for Haiti.
On November 10, 2024, the transitional council announced that Conille was replaced. Businessman Alix Didier Fils-Aimé took his place. Conille said his dismissal was "illegal." Haiti's constitution says only the parliament can remove a prime minister. At that time, Haiti did not have a parliament.
