Early Life and Education
Hun Manet was born on 20 October 1977. His birthplace was Koh Thmar village in Memot District. This area was part of Democratic Kampuchea at the time. He is the second son of Hun Sen and Bun Rany. His family has Chinese heritage through his grandfather.
Manet spent his childhood and got his early education in Phnom Penh. In 1995, he joined the Royal Cambodian Armed Forces (RCAF). That same year, he began his studies at the United States Military Academy at West Point. He graduated in May 1999. This made him the first Cambodian to graduate from the academy. He was also one of only seven foreign students to graduate that year.
After West Point, he earned a bachelor's degree in economics. He also became a lieutenant in the Royal Cambodian Army. He continued his studies and received a master's degree in economics from New York University in 2002. Later, in 2009, he earned a PhD in economics from the University of Bristol in the United Kingdom.
His Time in the Military

Hun Manet started his military career in 1995. He became a Major General in January 2011. This was soon after he was named Deputy Commander of the Royal Cambodian Army. He also became Deputy Chief of the RCAF Joint Staff.
Manet played an important part in talks during the 2008 Cambodian-Thai stand-off. He became a lieutenant general in June 2013. In July 2018, he was promoted to a four-star general. At the same time, he became the deputy commander-in-chief of the Royal Cambodian Armed Forces. His younger brother, Hun Manith, also serves in the army. On 20 April 2023, Hun Manet was officially promoted to four-star general. The Minister of Defence said this promotion showed his hard work for the nation.
In June 2018, before the parliamentary elections, Hun Sen gave Hun Manet higher military roles. This was seen as a way to prepare his son to become prime minister later. Hun Sen had mentioned that his son could be his successor.
Becoming a Political Leader
In June 2020, Manet was given a new role. He became the head of the youth group within the CPP. News outlets and Hun Sen himself had mentioned him as a possible future prime minister. This idea became official on 4 December 2021. The Cambodian People's Party Central Committee chose Manet to be the party's future candidate for prime minister. This made him the prime minister-in-waiting.
On 7 August 2023, King Norodom Sihamoni officially appointed him. The King issued a Royal Decree naming him as Prime Minister of Cambodia. His job was to form the new government. Soon after becoming prime minister, Manet met with various international leaders.
As Prime Minister

Hun Sen publicly supported Manet's candidacy for prime minister in December 2021. Manet received strong support from many government ministers and party members. Hun Sen said that the change would not happen until after the 2028 election.
Hun Manet was the top candidate for the National Assembly in Phnom Penh. This was for the 2023 Cambodian general election. Being a candidate was a requirement to become prime minister. Three days after the election, Hun Sen announced his resignation. He confirmed that Hun Manet would be the new prime minister. The new government was sworn in on 22 August. Some people had concerns about the fairness of the election. This was because a main opposition party was not allowed to participate.
On 7 August, King Norodom Sihamoni officially nominated Manet. He invited Manet to form a new government. The National Assembly confirmed his government unanimously on 22 August. In February 2024, Manet promoted his younger brother, Hun Many, to deputy prime minister.
As prime minister, Manet has made some new rules. In March 2024, he banned musical truck horns. He said he was bothered by people dancing to the loud music. Manet also asked authorities to improve train travel across Cambodia. In August 2024, his government started the Funan Techo Canal Project. This project aims to connect the Mekong River to Cambodia's coast. It will help Cambodia trade more easily by sea.
