The job of Minister of State began in 1911. This happened when Monaco adopted its first constitution.

Before 2002, the Prime Minister always had to be a French citizen. The Government of France would suggest several people for the job. Then, the Prince of Monaco would choose one.

Since 2002, the rules changed. Now, the Prime Minister can be either French or Monegasque (from Monaco). The Prince of Monaco still chooses them. However, the Government of France is still involved in suggesting who should be appointed.
