Patrick André Leclercq (born 2 August 1938) was a very important leader who served as the Minister of State of Monaco. He was chosen for this big role by Prince Rainier III in December 1999. He took over from Michel Lévêque, who retired a few days later. Before becoming Minister of State, Mr. Leclercq worked as an Ambassador for France in different countries. He represented France in places like Spain, Egypt, Jordan, and Canada (in Montreal). He also worked in France's Foreign Ministry.

Early Life and Education
Patrick André Leclercq was born in a city called Lille in France. He went to a famous school in Paris called Lycée Janson-de-Sailly. There, he earned his Baccalauréat, which is a diploma you get after finishing high school in France. After that, he continued his studies at two well-known universities: Sciences Po and the École nationale d'administration (ENA). These schools are known for training future leaders and government officials in France.
Role as Minister of State
Patrick Leclercq served as the Minister of State of Monaco from March 2000 to May 2005. The Minister of State is like the head of the government in Monaco, working closely with the Prince. It's a very important job that involves managing the country's daily affairs.
His time as Minister of State was supposed to end on 1 May 2005. He was going to be replaced by Jean-Paul Proust. However, Prince Rainier III, the ruler of Monaco, sadly passed away around that time. Because of this, Mr. Proust's official start as Minister of State was delayed for a few weeks.
After His Time in Office
After leaving his role as Minister of State, Patrick Leclercq continued to be involved in Monaco. He was appointed to the board of a major Monegasque company called Société des Bains de Mer. This company owns many famous hotels, casinos, and resorts in Monaco. He also received a special award called the Order of Saint-Charles.
