Mohammad Mokhber (born on June 26, 1955) is an important Iranian politician. Since September 2024, he has been an advisor to the Supreme Leader of Iran. He is also a member of the Expediency Discernment Council since September 2022.
Mokhber served as the acting President of Iran for a short time. This happened after President Ebrahim Raisi passed away in a helicopter crash on May 19, 2024. Before that, Mokhber was the 7th First Vice President of Iran from 2021 to 2024.
He has also led a group called the Execution of Imam Khomeini's Order (EIKO). He was also a leader at the Mostazafan Foundation. He was the chairman of Sina Bank and a deputy governor in Khuzestan Province. During the Iran–Iraq War, he worked as a medical officer.
After the passing of the previous president, Mohammad Mokhber temporarily took over as acting President. This was done with the approval of the Supreme Leader of Iran, following the rules of the Constitution of Iran. A special council was formed to arrange a new election.
Masoud Pezeshkian won the presidential election in July 2024. He became the new President on July 28, 2024.

Early Life and Education
Mohammad Mokhber was born in Dezful, Iran, on June 26, 1955. He grew up in a family connected to religious scholars. He has several advanced degrees. These include a doctorate and a master's degree in international law. He also reportedly has a doctorate in management and economic planning. Plus, he has another master's degree in management and a bachelor's degree in electrical engineering.
Mohammad Mokhber's Career Journey
Early Revolutionary Activities
As a teenager, Mokhber joined the Mansurun Group. This group worked to challenge the government in Iran during the 1970s. Through this group, he worked with many people who later became important figures in Iran's government and military.
Military and Government Roles
During the Iran-Iraq War (around 1980-1988), Mokhber served as a medical officer. He was part of the Islamic Revolutionary Guard Corps (IRGC) in his hometown of Dezful. In the 1990s, he became the CEO of Dezful Telecommunications. Later, he served as the deputy governor of Khuzestan Province.
Leadership at Mostazafan Foundation
In the early 2000s, Mokhber's role grew significantly. He became the Vice President of the Mostazafan Foundation. This is a very large organization in Iran. He also became the CEO of its Trade and Transport section. He joined the board of Sina Bank, which is mostly owned by Mostazafan.
Role at Sina Bank
As the head of Sina Bank's board, Mokhber oversaw its financial activities. Some of these activities led to international concerns. Because of this, the European Union placed restrictions on Mokhber and Sina Bank in 2010. The U.S. also placed restrictions on Sina Bank in 2010 and again in 2018.
Leading the EIKO Organization
On July 16, 2007, Iran's Supreme Leader, Ali Khamenei, appointed Mokhber to lead the EIKO. This is a powerful group that manages many properties and assets.
Under Mokhber's leadership, EIKO worked on various projects. It played a key role in Iran's efforts to deal with the COVID-19 pandemic. EIKO started the Barakat Foundation and its company, the Barakat Pharmaceutical Group. This group aimed to produce a large number of COVID-19 vaccines. However, they faced challenges and produced fewer doses than planned. Mokhber also led efforts to transfer ownership of many EIKO and Barakat companies to private hands. In 2019, the U.S. placed restrictions on Mokhber, EIKO, and its related companies.
First Vice President and Expediency Council Member
On August 8, 2021, President Ebrahim Raisi chose Mokhber to be the First Vice President. He was the first person chosen by President Raisi for this role. During this time, Mokhber also became a member of Iran's Expediency Discernment Council. This council advises the Supreme Leader.
These roles gave him control over many parts of Iran's economy. He worked on plans for industries and promoting local production. In 2023, he was put in charge of a group that managed the sale of government properties. This plan aimed to earn money for the government.
As First Vice President, Mokhber also helped carry out the Supreme Leader's plans for Iran, both inside the country and with other nations. He met with officials from other countries in the region.
Acting President of Iran (May 2024–July 2024)
On May 19, 2024, after the passing of President Ebrahim Raisi in a helicopter accident, Mokhber became the Acting President of Iran. The Supreme Leader, Ali Khamenei, confirmed his position on May 20. Mokhber served in this role until a new presidential election could be held.
Mokhber attended President Raisi's funeral in Tehran on May 22. He also led a cabinet meeting where he spoke about the helicopter crash. On May 27, Mokhber gave his first public speech as acting president. This was at a meeting of the new Islamic Consultative Assembly. In his speech, he spoke highly of President Raisi's time in office.
Family Life
Ali-Reza Mokhber, Mohammad Mokhber's brother, is the current CEO of Khuzestan Steel Factory.
Mokhber's son, Sajjad Mokhber, is the head of several companies. Some of these are connected to Pasargad Bank, an investment bank in Tehran.
Mokhber's cousin, Mohammad Reza Mokhber, is a politician and a university lecturer. He served as the secretary of the Supreme Council of Cultural Revolution from 2004 to 2017.
International Restrictions
In July 2010, the European Union included Mokhber on a list of people and groups facing restrictions. This was due to concerns about certain activities. He was later removed from this list in 2012.
In 2021, the United States placed restrictions on Mokhber. This was related to EIKO's role in managing properties and other human rights concerns. In 2010, the U.S. also stated that Sina Bank was connected to the Iranian government. The U.S. placed further restrictions on Sina Bank in 2018.
On January 24, 2019, the U.S. Department of the Treasury added Mokhber, EIKO, and its related companies to its list of restricted entities. They stated that EIKO manages a large part of Iran's economy, including assets that were taken from political opponents. In November 2020, the U.S. also placed restrictions on Mostazafan, stating that it manages wealth from Iranian citizens.
