The National Assembly (Azerbaijani: Milli Məclis) is like the main law-making body, or legislature, for the country of Azerbaijan. It is located in the capital city, Baku.

This assembly is unicameral, which means it has only one main group of members. There are 125 members in total. These members are chosen directly by the people of Azerbaijan in general elections. They serve for five years and can be re-elected as many times as the people choose.

Members of the National Assembly are protected while they are serving. This means they cannot be arrested or put on trial for things related to their work as a member.

The National Assembly of Azerbaijan was very important in history. It was the first secular (meaning not based on religion) republican parliament in the Muslim world.

About the National Assembly's Leaders

The National Assembly is led by a person called the Speaker. The Speaker is helped by a First Deputy Speaker and two other deputy speakers.

Currently, Ogtay Asadov is the Speaker of the National Assembly. Ziyafet Asgarov is the First Deputy Speaker. Bahar Muradova and Valeh Alasgarov are the deputy speakers.

Here are some of the people who have served as Speaker of the National Assembly (or similar roles before 1991):

  • Elmira Gafarova: February 5, 1991 – March 5, 1992
  • Yagub Mammadov: March 5, 1992 – May 18, 1992
  • Isa Gambar: May 18, 1992 – June 13, 1993
  • Heydar Aliyev: June 24, 1993 – November 5, 1993
  • Rasul Guliyev: November 1993 – September 11, 1996
  • Murtuz Alasgarov: October 16, 1996 – 2005
  • Ogtay Asadov: December 2, 2005 – Present

How the National Assembly Works

The National Assembly has different groups called parliamentary committees. These committees are made up of members of parliament. They focus on specific topics to help make laws. There are 11 of these committees:

  • Legal Policies and State Structuring Committee
  • Defense and Security Committee
  • Economic Policies Committee
  • Committee on Natural Resources, Energy and Ecology
  • Committee on Agrarian Policies
  • Social Policies Committee
  • Committee on Regional Issues
  • Committee on Science and Education
  • Committee on Cultural Issues
  • International and Interparliamentary Relations Committee
  • Human Rights Committee

The parliament also has its own newspaper called Azərbaycan qəzeti. This newspaper shares information about the parliament's work and is sold across the country.
