Shaun Lawrence Sarda Donovan (born January 24, 1966) is an American government leader. He has worked in important roles related to housing and managing government money. From 2009 to 2014, he was the United States Secretary of Housing and Urban Development (HUD). After that, he became the Director of the US Office of Management and Budget from 2014 to 2017. Before working for the U.S. government, he helped manage housing in New York City. In 2023, he became the President and CEO of Enterprise Community Partners, a group that helps people find homes.

Early Life and Education
Shaun Donovan was born in New York City on January 24, 1966. His parents are Michael and Martha Donovan. He grew up in a part of New York City called the Upper East Side. He went to the Dalton School in Manhattan. He has three brothers and sisters.
Shaun studied at Harvard University. He earned three different degrees there. In 1987, he got a degree in engineering sciences. Later, in 1995, he earned two more degrees. One was in public administration, which is about how governments are run. The other was in architecture, which is about designing buildings. Shaun's father, Michael Donovan, started a company called Mediaocean.
Early Career in Housing
From 1995 to 1998, Shaun Donovan worked at the Community Preservation Corporation. This group helps people get loans and build affordable homes in New York. He helped a project called Nehemiah create 5,000 homes. This project helped make some poorer parts of New York City better places to live.
From 1998 to 2001, he worked for the United States Department of Housing and Urban Development (HUD). This was during the time Bill Clinton was president. HUD is a government department that helps people find good homes. Shaun worked on programs that helped families get housing.
After that, Donovan worked as a consultant. He gave advice on how to build more affordable housing. He also worked for a company called Prudential Mortgage Capital. There, he helped with loans for housing and investments in affordable homes.
Leading New York City Housing
From 2004 to 2009, Shaun Donovan was the Commissioner of the New York City Department of Housing Preservation and Development. This department helps manage housing in New York City. It had a big budget of $1 billion and 2,700 employees.
He created a plan called the Marketplace Plan. This plan aimed to build and keep over 160,000 affordable homes. It was the biggest plan of its kind in U.S. history.
Working for President Obama
Secretary of HUD (2009–2014)
Shaun Donovan helped with Barack Obama's presidential campaign in 2008. President-elect Obama chose him to be the US Secretary of Housing and Urban Development. The United States Senate approved his appointment in January 2009. He was sworn in a few days later.
As Secretary, Donovan helped quickly give out money from a special government plan. This money was used to help with housing needs. In 2010, he was chosen as the "designated survivor" for the President's State of the Union speech. This means if something happened to many top leaders, he would take over. He was replaced by Julian Castro in July 2014.
Director of the Office of Management and Budget (2014–2017)
In May 2014, President Obama nominated Donovan for a new job. He wanted him to be the director of the Office of Management and Budget (OMB). The OMB helps the President manage the government's money and plans. The United States Senate approved him in July 2014. He started this new role in August 2014 and served until 2017.
After the Obama Administration
In 2017, Harvard University asked Shaun Donovan to be a senior advisor. He helped with the university's plans for growth and development.
In 2020, Shaun Donovan announced he would run for Mayor of New York City. This was for the election in 2021. He was one of the first people to announce they were running. However, he did not get much support from local groups. During an interview, he made a mistake about the price of homes in Brooklyn. He thought the median price was around $100,000, but it was actually $900,000. He later explained he thought the question was about a different value. He did not win the election.
In 2023, he became the President and CEO of Enterprise Community Partners. This is a national group that works to create and preserve affordable homes.
Personal Life
Shaun Donovan is married to Elizabeth "Liza" Eastman Gilbert. She is a landscape designer. They have two sons. The family lives in Brooklyn, New York City.
