Shaun Lawrence Sarda Donovan, born on January 24, 1966, is an American government leader. He has held important roles related to housing and managing government money. From 2009 to 2014, he was the Secretary of Housing and Urban Development (HUD). He also led the Office of Management and Budget from 2014 to 2017. Before that, he helped manage housing in New York City. In 2023, he became the head of Enterprise Community Partners, a group that helps people find good homes.

Shaun Donovan's Early Life and Schooling
Shaun Donovan was born in New York City. He grew up on the Upper East Side of Manhattan. He went to the Dalton School and has three siblings.
He studied at Harvard University. He earned three different degrees there. In 1987, he got a degree in engineering sciences. Later, in 1995, he earned a Master of Public Administration degree. He also received a Master of Architecture degree in the same year.
Shaun Donovan's First Jobs
From 1995 to 1998, Shaun Donovan worked at the Community Preservation Corporation. This was a group that helped people get affordable housing in New York. He helped build 5,000 homes. This project helped improve some of New York City's poorer areas.
During the time Bill Clinton was president, from 1998 to 2001, Donovan worked for the United States Department of Housing and Urban Development (HUD). He helped with housing programs and was even the acting head of the Federal Housing Administration (FHA).
After that, Donovan worked on ways to fund affordable housing. He also studied how to keep government-assisted housing available. He advised a group called the Millennial Housing Commission. He helped them find ways to build more housing for families. From 2002 to 2004, he worked for Prudential Mortgage Capital.
Leading New York City Housing (2004–2009)
From 2004 to 2009, Shaun Donovan was the Commissioner of the New York City Department of Housing Preservation and Development. He worked under Mayor Michael Bloomberg. This department had a large budget and many employees.
Donovan helped create a plan to build and save over 160,000 affordable homes. This was the biggest city-sponsored housing plan in U.S. history at the time.
Working for President Obama (2009–2017)
Secretary of Housing and Urban Development (2009–2014)
Shaun Donovan helped with Barack Obama's presidential campaign in 2008. President-elect Obama chose Donovan to be part of his team. On January 22, 2009, the United States Senate approved him. He became the US Secretary of Housing and Urban Development on January 26.
As Secretary, Donovan made sure that a large part of the money from the American Recovery and Reinvestment Act was used quickly. This money helped with housing projects. In 2010, he was chosen as the "designated survivor" for the President's State of the Union speech. This means he would take over if something happened to the President and other leaders.
On July 28, 2014, Julian Castro took over his role as Secretary.
Director of the Office of Management and Budget (2014–2017)
On May 22, 2014, President Obama nominated Donovan for a new role. He was chosen to be the next director of the Office of Management and Budget. This office helps the President manage the government's money.
On July 10, 2014, the United States Senate approved him for this job. He officially started on August 5, 2014. He worked in this position until 2017.
Shaun Donovan's Career After Obama
In 2017, Harvard University asked Donovan to be a Senior Strategist. He advised the university on its expansion plans in Allston, Massachusetts.
In February 2020, Donovan announced he would run for Mayor of New York City. He was one of the first people to announce their candidacy for the 2021 election. However, he did not get much support from local groups. He also made a mistake during an interview when he guessed the price of homes in Brooklyn. He later explained he thought the question was about a different value. He did not win the election.
In 2023, Shaun Donovan became the President and CEO of Enterprise Community Partners. This is a national group that works to create and preserve affordable housing.
Shaun Donovan's Family Life
Shaun Donovan is married to Elizabeth "Liza" Eastman Gilbert. She is a landscape designer. They have two sons and live in Brooklyn, New York City.
