Mushtaq Hussain started helping people early in his life. In 1861, he worked to help areas in Moradabad, India, that were affected by famine. His efforts were noticed by another important Muslim leader, Sir Syed Ahmad Khan.

In 1866, when he was 25, Mushtaq Hussain began his political journey. He joined the Aligarh Movement, which aimed to improve education for Muslims. He became a member of its Scientific Society. For this society, he translated a book called 'French Revolution and Napoleon'.

He worked for the government of Hyderabad State for some time. He was a Law Secretary and later joined the Revenue Department. He even became the Deputy Prime Minister of Hyderabad State.

On December 9, 1890, he received the special title of Nawab Viqar-ul-Mulk. In 1892, he joined M.A.O. College in Aligarh. He greatly admired Sir Syed Ahmed Khan and was a strong supporter of his work. He helped raise a large amount of money, about 750,000 Rupees, to help build M. A. O. College. In 1907, he became the Honorary Secretary of the college.

Helping to Create the All India Muslim League

Nawab Viqar-ul-Mulk was one of the main people who started the All-India Muslim League. In December 1906, he worked with Sir Aga Khan III and Nawab Salimullah Khan of Dhaka. They organized a meeting called the All India Muhammadan Educational Conference in Dacca. At the same time, they also started the new political party, the All-India Muslim League. Nawab Viqar-ul-Mulk became the General Secretary of this new party.

He led the very first meeting of the Muslim League. He played a huge role in shaping important political changes in British India. The Muslim League later led to the creation of Pakistan in 1947.
