Carlos Arias Navarro (born December 11, 1908 – died November 27, 1989) was an important Spanish politician. He served as the Prime Minister of Spain during a key time in the country's history. This was the end of the Francoist regime and the start of Spain becoming a democracy.
Arias Navarro was seen as a more moderate leader during this period. However, earlier in his career, he had been a very strict politician. He was involved in actions that led to many people being punished during the end of the Second Spanish Republic.

Early Life and Career
Carlos Arias Navarro was born in Madrid, Spain, on December 11, 1908. He became a lawyer and started working for the Ministry of Justice in 1929. He worked in cities like Málaga and Madrid.
Life During Franco's Rule
Arias Navarro supported the right-wing groups during the Spanish Civil War. After the city of Málaga was taken over, he worked as a public prosecutor. During this time, many people who supported the other side faced very harsh punishments. It is estimated that thousands of people were executed.
He married María de la Luz del Valle y Menéndez. They did not have any children.
Arias Navarro held several important jobs over the years. From 1965 to 1973, he was the Mayor of Madrid. In June 1973, he became the Minister of Government, which is like the Minister of the Interior.
Becoming Prime Minister
In December 1973, the Prime Minister, Luis Carrero Blanco, was assassinated. Carlos Arias Navarro was then chosen to take his place. He continued to be Prime Minister even after Francisco Franco died in 1975. Arias Navarro had the support of Franco's family.
During his time as Prime Minister, Spain began its transition to democracy. Arias Navarro was not very keen on making big changes. He wanted to continue Franco's policies.
Leaving Office
After a period of disagreement, King Juan Carlos I asked Arias Navarro to resign. This happened on July 1, 1976.
The very next day, the King gave him a special title: Marquis of Arias Navarro. This title also came with the important rank of Grandee of Spain. Since he had no children, the title ended when he died.
Adolfo Suárez took over as Prime Minister after Arias Navarro.
Later Political Life
In June 1977, Spain held its first free general elections since 1936. Arias Navarro joined a right-wing political party called Alianza Popular. He was part of a group of politicians who were against many of the new reforms. However, he never held a major government position again.
Some people, both from the left and the far right, criticized him. They sometimes called him "The Old Pusillanimous," meaning he was seen as timid or lacking courage.
Later Years
In his first attempt at a democratic election, Arias Navarro ran for the Senate in Madrid. He was a candidate for the Popular Alliance party. However, he was not elected.
Carlos Arias Navarro passed away on November 27, 1989, at the age of 80. He died from a heart attack. He was buried at Mingorrubio Cemetery in El Pardo. His wife, María de la Luz del Valle y Menéndez, died in 1997.
Spain and Portugal Relations
According to some historical documents, Arias Navarro had a meeting with a US official in March 1975. This was after a big change in government in Portugal in 1974. Arias Navarro offered to invade Portugal. He wanted to stop the spread of communism there.
The US official reported that Spain wanted America's support if a war happened. Spain also hoped the US would support its future membership in NATO.
