Elkton was first planned out on January 25, 1887. This planning was done by W.E. Richardson and Frank A. Day. The city officially became a town with its own government on January 2, 1906. This process is called being incorporated.
Just a few weeks later, on January 30, 1906, the people living in the area held an election. They chose leaders for their new city. These leaders included a president for the city council, three council members, a recorder, and a treasurer. They also elected two justices of the peace, two constables, and an assessor.
Over the years, Elkton added important services for its residents. In 1908, a sidewalk was built on Main Street. Electricity came to the city in the late 1920s, making life much brighter. A system to provide clean water was built in 1946. Later, in 1965, new curbs, gutters, and streets were added.
