Florin Vasile Cîțu (born 1 April 1972) is a Romanian politician. He served as the Prime Minister of Romania from December 2020 to November 2021. During part of this time, he was an acting Prime Minister. He was also the leader of the National Liberal Party (PNL) from September 2021 to April 2022.
After a special vote called a motion of no-confidence ended his time as Prime Minister, Cîțu was chosen to be the President of the Senate of Romania. This happened in November 2021. However, he also resigned from this role in June 2022. Before becoming Prime Minister, he was the Minister of Public Finance from 2019 to 2020.

About Florin Cîțu
Florin Cîțu was born in Râmnicu Vâlcea, a city in Romania. He grew up in a village called Tulei-Câmpeni. He was the second Prime Minister from Vâlcea County.
Education and Early Career
Florin Cîțu studied in the United States. He graduated from Grinnell College in 1996. After that, he earned a master's degree in economics from Iowa State University in 2001. He also started a doctoral program in economics but did not finish it.
After his studies, Cîțu worked as an economist. He worked for the Reserve Bank of New Zealand from 2001 to 2003. Then, he worked for the European Investment Bank from 2003 to 2005. He also worked as an investment banker at ING Group's branch in Romania until 2011.
Political Journey
Becoming Minister of Finance
In 2019, Florin Cîțu was nominated to be the Minister of Finance. The Parliament's budget and finance committee did not approve his nomination at first, but their vote was not final.
In February 2020, President Klaus Iohannis nominated Cîțu to be Prime Minister. However, Cîțu later stepped back, and Ludovic Orban, his party leader, became Prime Minister again. Cîțu then returned to his role as Minister of Finance.
Serving as Prime Minister
After the elections in December 2020, Florin Cîțu was chosen to be the Prime Minister. He formed a government with three political parties. He became Prime Minister on 23 December 2020.
During his time as Prime Minister, he also briefly served as acting Minister of Health in April 2021. In July 2021, he also took on the role of acting Minister of Public Finance for a short period.
In September 2021, some parties left the government coalition. This caused a political crisis in Romania. A motion of no-confidence was proposed against Cîțu's government.
On 5 October 2021, Florin Cîțu was removed from his position as Prime Minister after the motion of no-confidence passed. He continued to serve as acting Prime Minister until a new government was formed a month later. Nicolae Ciucă became the next Prime Minister.
Leading the National Liberal Party
On 25 September 2021, Cîțu became the president of the National Liberal Party (PNL). He won against the previous party president, Ludovic Orban.
However, Cîțu resigned from this position on 2 April 2022. He stepped down due to pressure from other members of his party.
President of the Senate
On 23 November 2021, Florin Cîțu became the President of the Senate of Romania. This happened after the previous president was removed.
In April 2022, he visited Ukraine. He met with President Volodymyr Zelenskyy and Prime Minister Denys Shmyhal. He also visited cities that were heavily damaged. Cîțu spoke about the importance of helping Ukraine rebuild.
He resigned from the Senate presidency on 29 June 2022. This was his last political office.

- He was an investment banker at ING Group's Romanian division until 2011.
- He has been an Ex-Officio Member of the Board of Governors for the European Bank for Reconstruction and Development (EBRD) since 2019.
- He has been an Ex-Officio Member of the Board of Governors for the European Investment Bank (EIB) since 2019.
- He has been an Ex-Officio Member of the Board of Governors for the World Bank since 2019.
