George William Beaumont Howard, 13th Earl of Carlisle (born 15 February 1949) is a British nobleman, politician, and former army officer. A nobleman is a person who belongs to a high social class and often has a title. Before he became the Earl in 1994, he was known by the title Viscount Morpeth.
When his father died in 1994, he inherited several titles. These included Earl of Carlisle, Viscount Howard of Morpeth, and Baron Dacre of Gillesland. Because of these titles, he was a member of the House of Lords, which is a part of the British Parliament, from 1994 until 1999.

Early Life and Career
George Howard was born into the famous Howard family. He went to well-known schools, including Eton College and Balliol College, Oxford.
Before getting involved in politics, he had a career in the military. He was an officer in the British Army with the 9th/12th Royal Lancers. He retired with the rank of Major.
A Career in Politics
As Viscount Morpeth, he ran for a seat in the House of Commons for the Liberal Democrats party. He tried to get elected in 1987 and 1992 but was not successful.
When he became the Earl of Carlisle, he automatically got a seat in the House of Lords. This is because he was a hereditary peer, meaning he inherited his title and his seat. However, a new law called the House of Lords Act 1999 changed the rules. This new law removed the automatic right for most hereditary peers to sit in the House of Lords.
Even after losing his automatic seat, Lord Carlisle has tried to be elected back into the House of Lords by other peers.
Work with the Baltic States
Lord Carlisle is also an expert on the Baltic States (Estonia, Latvia, and Lithuania). He lived in Tartu, Estonia, for some time.
For his work, the President of Estonia gave him a special honor, making him a Knight 1st Class of the Order of the Cross of Terra Mariana.
He played a big part in creating memorial plaques to honor 112 British soldiers. These soldiers died in 1919 while helping the Baltic States win their independence. These plaques were placed in several locations, including Portsmouth Cathedral in 2005 and in Tallinn, Estonia, in 2010.
Family and Titles
The person who is expected to become the next Earl of Carlisle after George Howard is his younger brother, The Hon. Philip Charles Wentworth Howard. This is because the titles are passed down through the family.
