Govan (Ward 5) is one of the 23 areas called "wards" that make up Glasgow City Council. Think of a ward as a local district or neighborhood. Since it was created in 2007, Govan Ward has chosen four people to represent it on the city council. These representatives are called councillors. They are elected using a special voting system called "single transferable vote." Even though the ward's size changed a bit in 2017, it still elects four councillors.
