Igor Ivanovich Sechin (Russian: И́горь Ива́нович Се́чин; born 7 September 1960) is a powerful Russian government official and business leader. He is known as a close friend and trusted helper of Russian President Vladimir Putin.

Igor Sechin has been a close associate of Vladimir Putin since the early 1990s. He worked as Putin's chief of staff when Putin was the deputy mayor of St. Petersburg in 1994. When Putin became President in 2000, Sechin became his deputy chief of staff. In this role, he looked after security and energy matters in Russia.

In 2004, Putin made Sechin the chairman of Rosneft, which is Russia's state-owned oil company. From 2008 to 2012, Sechin also served as a Deputy Prime Minister of Russia. Today, he is the chief executive officer, president, and chairman of the management board of Rosneft.

Many people describe Sechin as one of Putin's most traditional advisors. He is seen as a leader of a group called the Siloviki. This group includes powerful people who used to work in security services. Some foreign governments have placed restrictions on him because of the Russian invasion of Ukraine. His nickname is Darth Vader.

Igor Sechin finished his studies at Leningrad State University in 1984. He studied languages and can speak Portuguese and French very well. In the 1980s, Sechin worked in Mozambique as an official Soviet interpreter.

From 1991 to 1996, he worked in the mayor's office in St. Petersburg. In 1994, he became the chief of staff for Vladimir Putin, who was then the first deputy mayor. From 1996 to 1997, Sechin was a deputy to Vladimir Putin. Putin was working in the presidential property management department at that time.

Between 1997 and 1998, Sechin was the head of a main control department that reported to the president. Putin led this department. In August 1999, he was made the head of the office for the prime minister of Russia, who was Putin. From November 1999 to January 2000, Sechin was the first deputy chief of the Russian presidential administration.

From December 1999 to May 2008, he was the deputy chief of Putin's administration. In May 2008, President Dmitry Medvedev appointed him as a deputy prime minister.

Leading Rosneft Oil Company

On 27 July 2004, Sechin became the chairman of the board of directors for JSC Rosneft. This company grew by taking over parts of another oil company called Yukos. Since May 2012, he has also been the president of Rosneft.

In 2008, Sechin worked with the BP oil company. He had private talks with BP's CEO, Bob Dudley. In the same year, Hugo Chávez, the leader of Venezuela, said that Sechin gave him the idea for Venezuela's nuclear energy program. Sechin also helped arrange deals for weapons and nuclear technology to be sent to Venezuela. In July 2009, Sechin made deals with Cuba. These deals allowed Russia to start drilling for oil in deep waters in the Gulf of Mexico.

Sechin also leads the board of directors for the United Shipbuilding Corporation. He helped with talks with France to buy four large Mistral-class ships. Sechin argued that two of these ships should be built in Russia and two in France. The first offer was for only one to be built in Russia.

On 12 April 2011, Sechin left the board of Rosneft. This was because President Medvedev had ordered senior officials to resign from large companies. After Vladimir Putin became President of Russia again in May 2012, Sechin resigned as vice prime minister on 21 May 2012. He then rejoined the executive board of Rosneft as chairman. In June, he became the executive secretary for Russia's commission on energy development and environmental safety.

In December 2014, a news article said that Sechin was "widely believed to be Russia's second-most powerful person" after President Putin. In December 2017, another newspaper, The Guardian, also noted that Sechin "is widely seen as the second most powerful man in Russia after Vladimir Putin".

In November 2018, Sechin spoke at an energy business meeting in Beijing. He talked about how Rosneft and Chinese energy companies were working together more closely. He said this was important because of "increased protectionism and threats of trade wars." Rosneft and China's Hengli Group signed agreements to work together. These agreements include finding new oil and gas, producing it, and refining it.

Sanctions Against Igor Sechin

United States Sanctions

On 20 March 2014, the United States government placed sanctions on Igor Sechin. This was in response to Russia's actions in Ukraine at that time. These sanctions mean he cannot travel to the United States. Also, any money or property he has in the United States is frozen. American citizens and companies are not allowed to do business with him or companies he owns. Rosneft, which is closely linked to Sechin, is also on a list of sanctioned businesses.

European Union and UK Sanctions

On 28 February 2022, the European Union added Sechin to a blacklist. This was due to the Russian invasion of Ukraine. All his assets in the EU were frozen. In March, the UK government also put sanctions on him. These included freezing his assets and banning him from traveling to the UK.

As a result of these sanctions, two very large yachts believed to belong to Sechin were seized. The Amore Vero was seized by Spanish authorities. The Crescent was seized by Italian authorities by mid-March.

Igor Sechin's Family Life

Igor Sechin has been married two times. He divorced his first wife, Marina Sechina, in 2011. After their divorce, Marina's wealth grew. She owned a large house in a place called Serebryany Bor in Moscow. He divorced his second wife, Olga Rozhkova, on 14 June 2017, after five years of marriage. Olga used to sail on a large yacht called St Princess Olga. After their divorce, this yacht was renamed Amore Vero in 2017.

With his first wife, Marina, he has a daughter named Inga, born in 1982. Inga studied at the Saint Petersburg Mining University. As of 2018, she works at a bank called Surgutneftegasbank. In 2003, Inga married Dmitry Ustinov, who is the son of a former top legal official, Vladimir Ustinov. Inga and Dmitry had a son in 2005. Later, Inga divorced Dmitry. She then married Timerbulat Karimov, who used to work in banking. Since September 2015, Inga has owned a company in Moscow called Khoroshiye Lyudi, which means Good People. This company partly owns a turkey farm in Veliky Novgorod.

Igor Sechin also has a son named Ivan, born in 1989, from his marriage to Marina. Ivan studied at the Lomonosov business school at Moscow State University. As of 2018, he worked closely with his father at Rosneft. He was the First Deputy Director of the Department of Joint Offshore Projects. Ivan was also sanctioned by the U.S. in February 2022. Ivan passed away on 5 February 2024.

Varvara is his daughter from his marriage to Olga.
