Igor Ivanovich Sechin (Russian: И́горь Ива́нович Се́чин; born 7 September 1960) is a Russian entrepreneur and a government official. He is known as a close helper and "de facto deputy" of Vladimir Putin.

Sechin has been a trusted person for Russian leader Vladimir Putin since the early 1990s. He was Putin's chief of staff when Putin was a deputy mayor in St. Petersburg in 1994. When Putin became President in 2000, Sechin became his deputy chief of staff. He helped manage security and energy matters in Russia.

In 2004, Putin made Sechin the chairman of Rosneft. This is a big Russian state-owned oil company. From 2008 to 2012, he was a Deputy Prime Minister of Russia. Currently, he is the chief executive officer, president, and chairman of the management board of Rosneft.

Sechin is often seen as one of Putin's most traditional advisors. He leads a group called Siloviki, which includes former security service agents. Some foreign governments have placed restrictions on him. This happened after the Russian invasion of Ukraine. His nickname is Darth Vader.

Igor Sechin finished his studies at Leningrad State University in 1984. He studied languages and can speak Portuguese and French very well. In the 1980s, Sechin worked in Mozambique. His official job was a Soviet interpreter.

From 1991 to 1996, he worked in the Saint Petersburg mayor's office. In 1994, he became the chief of staff for the first deputy mayor, Vladimir Putin. After that, from 1996 to 1997, Sechin was a deputy to Vladimir Putin. Putin was working in the presidential property management department at that time.

From 1997 to 1998, Sechin was the head of a main control department linked to the president. Putin was in charge of this department. In August 1999, Sechin was made the head of the office for the prime minister of Russia, who was Putin. From November 1999 to January 2000, Sechin was the first deputy chief of the Russian presidential administration.

Between December 1999 and May 2008, he was a deputy chief in Putin's administration. In May 2008, President Dmitry Medvedev appointed him as a deputy prime minister. This was seen by some as a step down.

Leadership in Energy and Industry

On 27 July 2004, Sechin became the chairman of the board of directors for JSC Rosneft. This company grew by taking over parts of the oil company Yukos. He has also been the president of Rosneft since May 2012.

In 2008, Sechin worked with the BP oil company. He had private talks with BP's CEO, Bob Dudley. In the same year, Hugo Chávez said that Sechin gave him the idea for Venezuela's nuclear energy program. Sechin also helped arrange deals for weapons and nuclear technology to be sent to Venezuela. In July 2009, Sechin made deals with Cuba. These deals allowed Russia to start deep-water oil drilling in the Gulf of Mexico.

Sechin also leads the board of directors for the United Shipbuilding Corporation. He helped with talks with France to buy four Mistral-class ships. Sechin believed that two ships should be built in Russia and two in France. This was different from the first plan, which said only one would be built in Russia.

On 12 April 2011, Sechin left the board of Rosneft. This was because President Medvedev ordered senior officials to leave large companies. After Vladimir Putin became President of Russia in May 2012, Sechin left his role as vice prime minister on 21 May 2012. He then rejoined the executive board of Rosneft as chairman. In June, he became the executive secretary for Russia's commission on energy development and environmental safety.

In December 2014, a CNBC article said that Sechin is "widely believed to be Russia's second-most powerful person" after President Putin. In December 2017, The Guardian also noted that Sechin "is widely seen as the second most powerful man in Russia after Vladimir Putin".

In November 2018, Sechin spoke at the first Russian-Chinese Energy Business Forum in Beijing. He talked about more cooperation between Rosneft and Chinese energy companies. He mentioned "increased protectionism and threats of trade wars" as a reason for this cooperation. Rosneft and Chinese Hengli Group signed agreements to work together. These agreements include expanding oil exploration, production, and refining.

Sanctions

On 20 March 2014, the United States government placed sanctions on Sechin. This was a response to Russia's actions in the unrest in Ukraine. These sanctions mean he cannot travel to the United States. They also freeze any money he has in the U.S. and stop American citizens and companies from doing business with him or his companies. Rosneft, which is closely linked to Sechin, is also on a list of sanctioned businesses.

On 28 February 2022, the European Union also put Sechin on a blacklist. This was because of the Russian invasion of Ukraine. All his money and property in the EU were frozen. In March, the UK government also put sanctions on him. These included freezing his money and banning him from traveling. Two very large yachts belonging to Sechin, the Amore Vero and the Crescent, were taken by Spanish and Italian authorities by mid-March because of these sanctions.

Sechin was sanctioned by the UK government in 2022 because of the Russo-Ukrainian War.

Family Life

Sechin has been married two times. He divorced his first wife, Marina Sechina (Russian: Марина Сечина), in 2011. After their divorce, Marina's wealth grew. She was mentioned in The Paradise Papers. As of 2017, she owns a large house in Serebryany Bor in Moscow. He divorced his second wife, Olga Rozhkova (Russian: Ольга Рожкова; born 1990), on 14 June 2017, after five years of marriage. Olga used to sail on the 85.6-metre (281 ft) St Princess Olga yacht. This yacht was built in 2012 and delivered in 2013. After the divorce, the yacht was renamed Amore Vero ("True Love") in 2017.

With his first wife, Marina, he has a daughter named Inga (born 1982). She studied at the Saint Petersburg Mining University. As of 2018, she works at Surgutneftegasbank. Inga married Dmitry Ustinov (born 1979) in 2003. Dmitry is a Russian intelligence agent and the son of Vladimir Ustinov, who was a former Prosecutor General of Russia. Inga and Dmitry had a son in 2005. She later divorced him.

Inga then married Timerbulat Karimov (Russian: Тимербулат Каримов) (born 1974). He used to be an investment banker and a senior vice-president at VTB Bank. Since September 2015, Inga is the only owner of a Moscow company called Khoroshiye Lyudi, which means Good People. In December 2015, this company became a 40% owner of the Novgorod Agropark. This is a turkey farm located in Veliky Novgorod.

His son Ivan (born 1989), also from his marriage to Marina, studied at the Lomonosov business school at Moscow State University. As of 2018, he worked closely with his father at Rosneft. Ivan died in February 2024.

Varvara is his daughter from his marriage to Olga.
