Early Life and Education
Isa Mustafa was born on May 15, 1951, in the village of Prapashtica, located in the Gollak Highlands of Kosovo. His parents were Kosovo Albanians, and his family speaks the Gheg dialect of the Albanian language.
He completed his primary and high school education in Pristina. After that, he attended the University of Pristina, where he studied economics. He earned both a master's degree and a PhD from the university. In 1974, he began his career working as an examiner at the University of Pristina.
Political Journey
Isa Mustafa started his political career in the early 1980s. From 1984 to 1988, he was the head of the local government in Pristina.
Role During Yugoslavia's Breakup
In the 1990s, when Yugoslavia began to break apart, Mustafa took on a significant role. He became the Minister of Economy and Finances for the government of the Republic of Kosova. This government was operating from outside the country at the time. During this period, an arrest warrant was issued for him within Yugoslavia. However, this warrant was not international, which allowed him to work in Western Europe. He did not seek political asylum and could return to Kosovo when needed.
Return to Politics in Kosovo
After the Kosovo War ended in 1999, Isa Mustafa returned to Kosovo. He re-entered politics in 2006, serving as a High Political Advisor to the then-President of Kosovo, Fatmir Sejdiu.
Mayor of Pristina
In December 2007, Mustafa was elected as the Mayor of Pristina. He won against Fatmir Limaj, who was a vice president of the Democratic Party of Kosovo (PDK). He was re-elected for a second term as Mayor of Pristina in November 2009.
However, on December 1, 2013, he lost his re-election bid for Mayor of Pristina to Shpend Ahmeti. This was seen as a big surprise because Pristina had historically been a strong area for the Democratic League of Kosovo.
Leader of the Democratic League of Kosovo
On November 7, 2010, Isa Mustafa became the leader of the Democratic League of Kosovo (LDK). He won the party leadership election by defeating Fatmir Sejdiu. He was re-elected as the leader of the LDK for a third time on August 3, 2019.
Prime Minister of Kosovo
On December 8, 2014, Isa Mustafa became the Prime Minister of Kosovo. He formed a government in partnership with the Democratic Party of Kosovo. With his background in economics, holding a PhD in the subject, he stated that his government would focus on improving the country's economy.
On September 22, 2015, while speaking to the Assembly of Kosovo about agreements with Serbia and Montenegro, some opposition lawmakers threw eggs at him. He continued his speech while his bodyguards used an umbrella to shield him.
On May 10, 2017, Mustafa's government lost a vote of no-confidence in the Assembly. After this, he decided not to run in the next election for Prime Minister. He nominated Avdullah Hoti as the LDK's candidate. Mustafa remained Prime Minister until Ramush Haradinaj was elected by parliament in September 2017, following a new parliamentary election.
Stepping Down as Party Leader
On February 15, 2021, Isa Mustafa announced that he would step down as the leader of the Democratic League of Kosovo. This decision came after the party had a difficult result in the 2021 Kosovan parliamentary election. He officially resigned at the LDK convention on March 14, 2021. Lumir Abdixhiku succeeded him as leader and named Mustafa the honorary president of the LDK on the same day.
Personal Life
Isa Mustafa is married to Qevsere Mustafa. They have three children: two sons and one daughter.
