Liu Juying (simplified Chinese: 刘居英; traditional Chinese: 劉居英; pinyin: Liú Jūyīng; born March 31, 1917 – died December 6, 2015) was an important Chinese leader. He was a politician, a revolutionary, and a general in the People's Liberation Army (PLA).

A Young Leader's Journey
Liu Juying was born as Liu Zhicheng in Changchun, Jilin, China, in 1917. When he was 16, in April 1933, he joined a youth group called the Communist Youth League of China.
In August 1935, he started studying Chemistry at Peking University. While there, he became a student leader. He also took part in a big student movement called the December 9th Movement. In February 1936, he joined the Chinese Communist Party (CCP).
Fighting for China
During the Second Sino-Japanese War, Liu Juying worked in Shandong province. He helped organize a group of soldiers led by the CCP to fight against the Japanese. He also became the CCP leader for Laiwu County.
In 1940, he became the head of public safety for Shandong province. By 1943, he was the Secretary-General of the Shandong Provincial Government. He was also still in charge of public safety.
Building a New China
After the Second Sino-Japanese War, China faced a Chinese Civil War. In November 1945, Liu Juying became the first mayor of Changchun, a major city in Jilin province. He also took on roles in the military and railway systems in Northeast China.
In December 1948, he joined the CCP committee that controlled the city of Shenyang. He then became the head of the Shenyang Railroad Bureau in February 1949.
After the People's Republic of China was Formed
After the People's Republic of China was founded in 1949, Liu Juying continued to serve his country.
Korean War Efforts
He led the Changchun Railroad Bureau and helped manage transportation for the military in Northeast China. During the Korean War, he was in charge of making sure supplies and troops could be moved. For his important work, the North Korean government gave him two special awards: the First Class Medal of Order of Freedom and Independence and a Flag Medal. In 1955, he was given the rank of Major general.
Leading a University
In February 1954, Mao Zedong, China's leader, appointed Liu Juying as the vice-president of the PLA Military Engineering Institute. He worked closely with the president, Chen Geng. When Chen Geng passed away in March 1961, Liu Juying became the president of the university.
In March 1966, the university's name changed to Harbin Engineering Institute. Liu Juying remained its president and the CCP leader there.
Challenges and Return to Service
In August 1966, a big political movement called the Cultural Revolution began in China. During this time, Liu Juying was removed from his positions. He faced difficult times and was sent to a special school called a "May Seventh Cadre School" to do manual labor.
However, in early 1971, Liu Juying was cleared of any wrongdoing. In March 1971, he was assigned to the People's Liberation Army Navy. The next year, he became the director of its Political Department. In 1977, he continued his studies at the Central Party School of the Chinese Communist Party.
In May 1978, he became an assistant commander for the PLA railway engineering corps. He helped lead projects to build important railways like the Qinghai-Tibet Railway. From 1982 until he retired in January 1987, he was the commander-in-chief of a big water project called the Luanhe-Tianjin Water Diversion Project.
Liu Juying was also chosen to be a representative at the 3rd National People's Congress and the 8th National Congress of the Chinese Communist Party.
He passed away in Beijing on December 6, 2015, at the age of 98.
