Juan Lizardo Montero Flores (born in Piura, Peru, in 1832 – died in 1905) was a Peruvian soldier and politician. He served as the provisional President of Peru from 1881 to 1883. This was during a time when Chile occupied parts of Peru, after the War of the Pacific. Before becoming president, he was also the Mayor of Lima for a short time in 1879.
Montero was a close friend and fellow soldier of Miguel Grau, Manuel Ferreyros, and Aurelio García y García. These four men were famously known as the Four Aces of the Peruvian Navy.

Lizardo Montero's Early Life and Military Career

Lizardo Montero joined the Peruvian Navy in the 1850s. Seven years later, he supported Manuel Ignacio de Vivanco in a change of government. From 1858 to 1862, he traveled to Spain.
In 1865, he supported General Mariano Ignacio Prado in another change of government. After this, he was promoted to the rank of corvette captain. He led the Peruvian naval forces during a conflict with Spain in 1866.
Political Life and the War of the Pacific
In 1871, Montero helped create the Civilista Party, a political group. He was chosen to represent his home region of Piura as a senator. Five years later, he was promoted to the rank of admiral.
When the War of the Pacific began, Montero Flores was put in charge of the military and politics in Peru's southern provinces. After a naval defeat, he went to Lima. There, he joined forces with Nicolás de Piérola. He fought bravely in the War of the Pacific, taking part in the battles of San Juan and Miraflores in January 1881.
Becoming Provisional President
After Lima was occupied by Chilean forces, Montero moved to Huaraz. He became the military and political leader of the northern provinces. In 1881, he was chosen as the first Vice President to Francisco García Calderón.
When President García Calderón was sent away, Montero became the Interim President. He started talks with the Chilean government to make peace. However, he refused to give up any Peruvian land to Chile. This led him to briefly move the Peruvian congress to Arequipa. Montero left the country after the Treaty of Ancón was signed in 1883. This treaty officially ended the war. In 1890, he returned to Peru and was once again chosen as a senator for Piura.
