Max Rose (born November 28, 1986) is an American politician and former U.S. Army officer. From 2019 to 2021, he served in the United States House of Representatives, representing a part of New York City. The House of Representatives is one of the two chambers of the U.S. Congress, which makes laws for the country.
As a member of the Democratic Party, Rose helped pass a law to create a fund for people who got sick after the September 11 attacks. He also served in the War in Afghanistan, where he was wounded and received the Bronze Star and Purple Heart for his bravery.
In 2021, Rose worked for President Joe Biden's administration as a senior advisor on the COVID-19 pandemic response at the Department of Defense.

Early Life and School
Max Rose was born in Brooklyn, New York. His mother was a public school teacher, and his father worked at a medical laboratory. He grew up in the Park Slope neighborhood and attended Poly Prep Country Day School, where he was the captain of the wrestling team.
After high school, Rose went to Wesleyan University and earned a degree in history in 2008. During college, he became interested in politics and worked as an intern for Cory Booker, who was the mayor of Newark, New Jersey at the time.
Later, he studied at the famous London School of Economics and the University of Oxford in England. He earned a master's degree in philosophy and public policy.
Career Path
Military Service
In 2010, Rose joined the United States Army. He served for five years on active duty. From 2012 to 2013, he was a platoon leader in the War in Afghanistan. He led a group of 30 soldiers at a small combat outpost.
In 2013, his armored vehicle hit a hidden bomb, and he was injured. For his service and bravery, he was awarded the Bronze Star and a Purple Heart. He also earned the Ranger tab, a special skill badge for completing the tough U.S. Army Ranger School.
After leaving active duty, Rose joined the New York Army National Guard. In March 2020, while he was a member of Congress, his unit was called to help New York City during the COVID-19 pandemic. They helped turn a building into an emergency hospital for sick patients.
Working in New York
After his full-time military service, Rose worked for the Brooklyn District Attorney, Kenneth P. Thompson. He helped with a program called "Begin Again," which allowed people to clear their records of minor offenses.
He later became the chief of staff for Brightpoint Health. This non-profit organization runs medical clinics for people in Staten Island and other parts of New York City.
Serving in the U.S. Congress
Rose represented New York's 11th congressional district, which includes all of Staten Island and parts of southern Brooklyn. This area has often elected members of the Republican Party, so his victory as a Democrat was seen as a surprise.
Elections
2018 Election
In 2018, Rose ran for Congress. He first won the Democratic Party's primary election. Then, in the main election, he defeated the Republican incumbent, Dan Donovan. Rose won with 53% of the vote. When he took office, he was the youngest male member of the House of Representatives.
2020 and 2022 Elections
In the 2020 election, Rose ran for a second term but lost to Republican Nicole Malliotakis. He tried to win the seat back in the 2022 election but was defeated by Malliotakis again.
Work in Congress
While in Congress, Rose served on several important committees:
- Committee on Homeland Security: This committee works to protect the United States from threats. Rose was the chairman of a subcommittee focused on intelligence and fighting terrorism.
- Committee on Veterans' Affairs: This committee focuses on issues that affect former military members, known as veterans.

Rose has shared his views on many important topics. He is known for being a moderate, or "middle-of-the-road," Democrat.
- Healthcare: He supports the idea of universal health care, where everyone has access to medical services. He also wants to lower the age for Medicare, a government health program, from 65 to 55.
- Transportation: He wants to improve roads, bridges, and public transit in Staten Island and Southern Brooklyn.
- Gun Policy: Rose supports stronger gun laws. He co-sponsored a bill that passed in the House to require background checks for all gun purchases. He also supports a ban on certain types of military-style rifles.
- Environment: He believes the U.S. should be part of the Paris Agreement, an international deal to fight climate change by reducing pollution.
- Bipartisanship: Rose joined the Problem Solvers Caucus, a group of Democrats and Republicans who work together to find solutions to the country's problems.
Life After Congress

After his term in Congress ended, Rose considered running for mayor of New York City but decided against it.
In January 2021, he took a job in President Joe Biden's administration. He served as a senior advisor to the Secretary of Defense, helping to manage the military's response to the COVID-19 pandemic. He held this position until July 2021.
Personal Life
Rose lives in the St. George neighborhood of Staten Island. He married Leigh Byrne, a fashion stylist, in 2018. In 2020, they adopted a son.
