Narayan Datt Tiwari (born 18 October 1925 – died 18 October 2018) was an important Indian politician. He served as the Chief Minister of two different states in India. He was the 9th Chief Minister of Uttar Pradesh and the 3rd Chief Minister of Uttarakhand.
Tiwari was Chief Minister of Uttar Pradesh three times. He also served as Chief Minister of Uttarakhand from 2002 to 2007. From 1986 to 1988, he was a minister in Prime Minister Rajiv Gandhi's government. He held important roles like Minister for External Affairs and Minister of Finance. Later, he became the Governor of Andhra Pradesh from 2007 to 2009. He resigned from this role due to health reasons.

Early Life and Education
Narayan Datt Tiwari was born in 1925 in Baluti village, Nainital district, Uttarakhand. His family belonged to the Kumaoni people. His father, Poornanand Tiwari, worked in the forest department. He later quit his job to join the Non-cooperation movement for India's freedom.
Tiwari went to different schools, including M.B. School in Haldwani and C.R.S.T. High School in Nainital. His political journey began early. In 1942, he was arrested for writing leaflets against British rule. He spent 15 months in Nainital jail, where his father was also held.
After his release in 1944, he studied at Allahabad University. He earned a master's degree in Political Science and a law degree (LLB). In 1947, he became the President of the Students' Union at Allahabad University. He also served as Secretary of the All India Student Congress from 1947 to 1949.
Political Career
Starting in Politics
After India gained independence, Narayan Datt Tiwari entered state politics. In 1952, he was elected to the Uttar Pradesh Legislative Assembly. He represented the Nainital constituency as a member of the Praja Socialist Party. In 1957, he was re-elected and became the Leader of the Opposition in the Assembly.
In 1963, he joined the Indian National Congress party. He was elected as a MLA from Kashipur in 1965. After this, he became a minister in the Government of Uttar Pradesh. He also served as Minister for Finance and Parliamentary Affairs. This was during the government led by Chaudhary Charan Singh (1979–1980). In 1968, he started the Jawaharlal Nehru National Youth Centre (JNNYC). He was also the first President of the Indian Youth Congress from 1969 to 1971.
Important Roles and Achievements
Tiwari served as the Chief Minister of Uttar Pradesh three times. His terms were from January 1976 to April 1977, August 1984 to September 1985, and June 1988 to December 1988. He was elected to the 7th Lok Sabha in 1980.
In the 1980s, he held several important positions in the central government. He was the Minister of Planning and also the Deputy Chairman of the Planning Commission. He became a member of the Rajya Sabha (the upper house of Parliament) from 1985 to 1988. During this time, he was Minister of Industries and later Minister of Petroleum.
From October 1986 to July 1987, he was India's External Affairs Minister. After that, he became the Minister of Finance and Commerce. He held this position until June 1988, when he became Chief Minister of Uttar Pradesh for the third time.
In 1994, he briefly left the Congress party to form his own party, the All India Indira Congress (Tiwari). He rejoined the Indian National Congress a few years later. He was elected to the 11th Lok Sabha in 1996 and again to the 13th Lok Sabha in 1999.
He later became the Chief Minister of Uttarakhand, a new state formed from Uttar Pradesh. He served from 2002 to 2007. He resigned in March 2006 due to his age and left office in March 2007.
On 19 August 2007, Narayan Datt Tiwari was appointed as the Governor of Andhra Pradesh. He took office on 22 August 2007.
Support for Development
Narayan Datt Tiwari, along with his wife Ujjwala and son Rohit Shekhar, supported Narendra Modi and the BJP. This support was for the assembly elections in Uttarakhand and Uttar Pradesh. They offered their blessings for development in these states.
Personal Life
In 1953, Narayan Datt Tiwari married Sushila Sanwal. She passed away in 1991.
On 14 May 2013, he married Ujjwala Tiwari. He was 88 years old at the time.
Narayan Datt Tiwari passed away on his 93rd birthday, 18 October 2018, in New Delhi. He had been hospitalized for a long time due to illness.
