In the 1600s, farming started in North Hills. A long fence was built along what is now Northern Boulevard. The land inside this fence was used for grazing animals. Later, in the 1800s, a large farm belonged to I.U. Willets.
The village was officially formed in 1929. This was done to help manage local taxes for the people living there.
