Rossmoor is a special community in Orange County, California. It's called a census-designated place, which means it's a place the government counts for population, but it's not officially a city.

To the south, you'll find Leisure World, a community for older adults. Los Alamitos is to the east and north. To the west is Long Beach, across the San Gabriel River.

Rossmoor has two shopping areas. The Rossmoor Village Square is still part of Rossmoor. Another, larger shopping center, now called the Shops at Rossmoor, became part of Seal Beach in 1967.

History of Rossmoor

Rossmoor was built between 1955 and 1961 by a developer named Ross W. Cortese. He had built other communities before this, like the Lakewood Rancho Estates in Long Beach.

Cortese started planning Rossmoor in 1956. He finished his plans in 1960. He worked with important people like California governor Goodwin Knight. After Rossmoor, Cortese went on to build the first Leisure World communities. These are special communities for retired people.

You can easily spot Rossmoor because of its unique red brick wall. This wall goes around the whole community. It helps show where Rossmoor ends and other cities like Los Alamitos and Seal Beach begin.

Rossmoor has many homes. There are 3,430 single-family houses. It also has one apartment complex and one townhouse complex.

Community Decisions and Services

Rossmoor is not a city on its own. It's managed by Orange County. People have discussed whether Rossmoor should become a city or join a nearby city.

In 2008, the people of Rossmoor voted on becoming their own city. Most residents, about 72%, voted against it. This showed that most people wanted Rossmoor to stay as it is.

Rossmoor has its own services. The Rossmoor Community Services District (CSD) helps manage things like parks and street lights. They take care of Rush Park, Rossmoor Park, and other smaller parks. The CSD also makes sure the streets are clean. However, big decisions about Rossmoor's future are made by Orange County officials.
