Umar Arteh Ghalib (also known as Omer Carte Qalib) was an important Somali politician. He was born in 1930 and passed away on November 18, 2020. He served as the Prime Minister of the Somali Democratic Republic from January 1991 to May 1993. Before that, he was the Foreign Minister from 1969 to 1976.

Early Life and Education
Where Was Umar Arteh Ghalib Born?
Umar Arteh Ghalib was born in 1930 in British Somaliland. This area is now part of Somaliland. He was a member of the Sa'ad Musa group, which is part of the Habr Awal clan.
His School Years and University
He went to elementary and middle schools in Hargeisa. He finished his high school education in Sheikh. For his higher education, he traveled to England. He studied at Bristol University in the UK.
Political Career Highlights
Starting as a Teacher
Umar Arteh Ghalib began his career as a teacher. He taught in elementary schools in Las Anod, Berbera, and Hargeisa. Later, he became a headmaster. In 1956, he was made vice principal of Sheikh Intermediate School. After studying in England, he returned in 1958. He then became the first principal of Gabiley Intermediate Boarding School.
Serving as Foreign Minister
From 1969 to 1976, Ghalib worked as the Foreign Minister. A Foreign Minister is in charge of how a country deals with other countries. In this role, he helped Somalia connect with the world.
In January 1972, he was the President of the United Nations Security Council. This is a very important group that works for world peace. In the same year, he helped solve a disagreement between Uganda and Tanzania. He also helped Somalia join the Arab League in 1974. This group includes Arab countries in Africa and Asia.
Becoming Prime Minister
On January 24, 1991, Umar Arteh Ghalib was chosen as the last Prime Minister by President Siad Barre. A Prime Minister is the head of the government in many countries. However, President Barre had to leave the capital city, Mogadishu, quickly.
After Barre left, the new president, Ali Mahdi Muhammad, reappointed Ghalib as Prime Minister. He held this important position until May 1993.
Political Challenges and Changes
Disagreements and House Arrest
In 1982, Ghalib had disagreements with President Barre's policies. Because of these differences, he was removed from his job. He was later held for several years. By 1989, he was placed under house arrest. This meant he had to stay at home and could not leave freely.
Government Changes in 1991
In January 1991, President Siad Barre's government was facing big challenges. Barre asked Ghalib to form a new government. The idea was to talk with the groups that were against the government. However, the situation changed too fast. President Barre had to leave the capital before any power could be officially transferred.
