The area where Waverly is now was first settled by white immigrants around 1878. Two settlers named the town in 1879, taking the name from Waverly, Iowa. The next year, a post office opened at A.D. Thayer's home on Hangman Creek, which is now called Latah Creek. The post office stayed there for five years.

In 1884, the town's first business, a general store, was opened by P. Gimble. Soon after, a train station for a new branch of the Oregon Railroad & Navigation Company was built. Large buildings for storing grain were also constructed by companies like Spokane Grain & Milling and Pacific Coast Elevator.

The Sugar Factory

In December 1899, a large beet sugar factory opened in Waverly. It was built by the Washington State Beet Sugar Company and cost $500,000, which was a huge amount of money back then. The factory had a farm of about 1,400 acres and could process 350 short tons of sugar beets every day.

However, the factory was not very profitable and was considered to be poorly designed. Experts from the Utah Sugar Company had advised on its construction, based on their successful factory in Lehi, Utah. Despite their advice, the Waverly factory closed in 1910. Its equipment was later sold for $100,000 to the Gunnison Sugar Company and moved to Centerfield, Utah, in 1917.

The beet sugar company was important for Waverly. It employed 150 workers in the factory itself. During harvest time, up to 400 workers were needed in the beet fields. At that time, Waverly also had many other businesses. These included a hardware store, a jewelry store, a harness shop, a meat market, a millinery (hat shop), two hotels, two restaurants, a stable for horses, a barber shop, a furniture store, and two saloons. Waverly officially became an incorporated town on May 15, 1907. This means it became an official local government unit with its own rules.
