The Heroes
- Jason James/Z-Strap (voiced by Bryton James): Jason is a bit of a loner. He loves to do free running in an area called Stankville. He met Ellie and Matt when he almost ran into them. Jason can control metal objects. He can also turn his body parts into metal shapes. After getting his powers, he became a good friend to Ellie and Matt. He acts like an older brother to them. Jason lives on a boat with his Grams. His biggest fear is being alone. He is also a great skateboarder and artist.
- Matt Martin/Kewl Breeze (voiced by Dante Basco): Matt is Ellie's younger brother. He looks up to Jason like an older brother. Matt can control ice. He is very powerful and skilled with his ice abilities. For example, he can instantly freeze a huge wall of ice. He can also create cold levels similar to liquid nitrogen. Matt was the one who accidentally released the Zevo Compound. This accident gave him, Ellie, and Jason their powers. Even though he's the youngest, Matt is the smartest. He has super genius-level intelligence. He invents many cool gadgets.
- Ellie Martin/Elastika (voiced by Kari Wahlgren): Ellie is very active and always busy. She is involved in many things and rarely has free time. Her hair became super strong and stretchy after touching the Zevo Compound. She can spin her hair to fly like a helicopter. She can also use it to hear better. Her hair is strong enough to lift a city bus. Ellie is a talented gymnast. Her biggest fear is failing. She is Matt's older sister and a good friend to Jason.
Supporting Friends
- Grams (voiced by Sheryl Lee Ralph): She is Jason's grandmother. She raised him after his parents disappeared. Grams knows about Jason, Ellie, and Matt's superpowers. She says she has already faced all her fears. Grams seems to know a lot about Jason's parents and a secret project called Operation Z.
- Sagacity Acumen (voiced by Kevin Michael Richardson): He owns a convenience store. Sagacity is like a wise teacher. He has been friends with Grams for many years. He gives Jason advice when he needs it. He also has a small piece of Zevo Compound. Holding it can give brief visions of the future.
- Florence "Flo" Cara (voiced by Grey DeLisle): Flo is a brave paramedic in New Eden City. She sometimes helps the Zevo-3 team. She seems to know more about their powers than she lets on.
- Cotilla (voiced by Grey DeLisle): Cotilla is Ellie's best friend. She loves to gossip and is very interested in boys. Her biggest fear is being somewhere without any boys. She also seems to like Jason and his superhero self, Z-Strap.
- Angel (voiced by Pamela Adlon): Angel is Ellie's other best friend. She is a gloomy Goth girl. Her biggest fear is wearing colorful clothes.
- The Moloks: These are a group of mutants. They were stuck to parts of the Footville Subway by the Zevo Compound. They live underground and act in a simple way.
- Bug (voiced by Benjamin Diskin): Bug is a green, bug-like mutant. He lives in Stankville. He is skilled and a bit of a loner. He is the son of the Moloks' leader. Bug becomes an ally to Zevo-3. He seems to have feelings for Ellie.
- Bobby (voiced by Benjamin Diskin): Bobby is a small blue mutant. He has metal arms and a helmet. He and Bug are like big and little brothers. Bobby relates to Kewl Breeze. At first, he could only make subway sounds. But thanks to Grams and Matt, he learned to talk.
- The Mengalsons: This is a family of strange-looking but smart mutants. They live in an old motel. Brett Ronson III tried to tear down their home. But Zevo-3 stopped him.
- Caroline (voiced by Tara Strong): Caroline is the Mengalsons' daughter. She looks the most like a human among her family. She has special healing powers from the Zevo Compound. She is very polite and thankful to Zevo-3. Matt developed a crush on Caroline, and she seems to like him too.
The Villains
- Dr. Stankfoot (voiced by Mark Hamill): He was originally Stanley K. Foot. He was working on the Zevo Compound. He caused the accident that turned many people into mutants. The accident also turned him to stone. Decades later, the Zevo Compound revived him. He found his city destroyed by Ronson. Stankfoot then wanted to take back what he felt was his. He can create new lifeforms, like Blacktop and Dark Materia. He can also mutate others. In the final battle, he was turned into slime.
- Blacktop: Blacktop is a powerful mutant. He can change his shape. Stankfoot created him from slime. Blacktop is very loyal to Stankfoot. He acts as Stankfoot's helper. Zevo-3 often destroys him, but Stankfoot always recreates him. Stankfoot sees him like a son.
- Dark Materia (voiced by Beverly Ann Myers): Dark Materia is a mutant-like being. Stankfoot made her from Dark Matter and Zevo compound. She was meant to keep him company. But Dark Materia was very proud and hated Stankfoot. She even tried to kill him. She sometimes worked with Ronson. She could control other Zevo-affected mutants. She was killed by Stankfoot in the final episode.
- Mayor Brett Ronson III (voiced by Kevin Michael Richardson): Brett Ronson III helped create New Eden City. He is one of the main bad guys. He might have been involved in the Zevo Compound accident. As mayor, he tries to look good to the public. But he has many dark secrets. He is actually a mutant himself. He has a tumor-like creature on his back. He also wants to brainwash people to agree with him. In the season finale, he was hit with Anti-Zevo. This turned him back into a normal human.
