John Brown lives in Riverton, Ohio. He lives with his niece Penny and their pet beagle Brain. John dreams of becoming a police officer. He works as a security guard at a robotics lab.
Dr. Artemus Bradford and his daughter Brenda are working on a robotic foot. This foot is part of the Gadget Program. It aims to create robot police officers. A rich man named Sanford Scolex breaks into the lab. He steals the robotic foot. Scolex also harms Artemus.
John chases Scolex's car. His car crashes, and Scolex leaves him for dead. Scolex's hand is hurt in the chase. He gets a mechanical claw from his helper, Kramer. Scolex then calls himself "Claw."
Brenda decides to help John. She makes him the first test subject for the Gadget Program. She puts many cool gadgets into his body. He gets the name "Inspector Gadget." Brenda also gives him a special control chip. This chip powers his new body.
Gadget gets a lesson on how to use his new tools. He also gets a talking car called the Gadgetmobile. The Gadgetmobile has a smart AI. Gadget is still learning to use his gadgets. But he manages to stop some criminals.
Scolex, now Dr. Claw, invites Brenda to work for him. Brenda doesn't know he plans to steal her ideas. Chief Quimby doesn't take Gadget seriously. So, Gadget starts his own investigation. Penny helps him find a clue that leads to Scolex.
Claw uses Brenda's research. He builds his own robot, "Robo-Gadget." Robo-Gadget causes trouble in Riverton. This makes people think the real Gadget is bad. Gadget sneaks into Claw's lab. He tries to get the robotic foot back. But Claw catches him and breaks his chip.
Claw's helper, Sykes, throws Gadget into a junkyard. Brenda finds out Claw stole the foot and hurt her father. Brenda, Penny, Brain, and the Gadgetmobile find Gadget. Brenda gives Gadget a kiss, and he wakes up. He learns his human will can control his gadgets without the chip.
Gadget and Brenda chase Claw and Robo-Gadget. Gadget fights Robo-Gadget on a bridge. He defeats Robo-Gadget. Brenda crashes the Gadgetmobile into Claw's car. But Claw takes her prisoner.
