Early Life and Education
Jozefina Topalli studied at Luigj Gurakuqi University in Shkodra. She earned degrees in both mathematics and law. Later, she studied international relations in Italy. She also received a master's degree from the University of Tirana. Her master's studies focused on public administration and European topics.
In 2010, she earned her Ph.D. from the University of Tirana. Her research was about how a country's parliament helps with joining the European Union. Jozefina Topalli is very good at languages. She can speak English, Russian, French, and Italian.
First Jobs and Public Service
Before becoming a politician, Jozefina Topalli worked in different roles. From 1992 to 1995, she worked at the Chamber of Commerce in Shkodër. This organization helps businesses in the city. In 1995 and 1996, she was a lecturer at Luigj Gurakuqi University.
Political Journey
Jozefina Topalli started her political career in 1996. She was elected as a member of the Albanian Parliament. She was re-elected four more times, showing people trusted her. Since 1996, she has been a Deputy Chair of the Democratic Party of Albania. This means she was one of the main leaders of a big political party.

In 2005, Jozefina Topalli made history. She became the first woman Speaker of the Albanian Parliament. This was a very important role in the country's government. She was re-elected for a second term in 2009. Before becoming Speaker, she served as Deputy Speaker of the Parliament.

In 2012, the Čair Municipality in North Macedonia made her an "Honorary Citizen." This was to recognize her valuable contributions.
