Robert Philip "Bob" Kaplan (December 27, 1936 – November 5, 2012) was an important Canadian politician and a lawyer. He worked to make Canada a better and safer place.

About Robert Kaplan's Life

Robert Kaplan was born in Toronto, Ontario. His parents were Solomon and Pearl Kaplan. He also had a brother named Michael.

His Education and Early Career

Robert went to Forest Hill Collegiate. He also spent a year at Vaughan Road Collegiate Institute in Toronto. Later, he studied at the University of Toronto. He earned a Bachelor of Arts degree in 1958. Then, he got a law degree (LL.B) in 1961. In 1963, he became a lawyer in Ontario.

Becoming a Member of Parliament

Robert Kaplan became a politician with the Liberal Party. In 1968, he was first elected as a Member of Parliament (MP). He represented the area of Don Valley in Toronto. He won against Dalton Camp in the 1968 election.

However, he lost his seat in the 1972 election. The winner was James Gillies.

Representing York Centre

In 1974, Robert Kaplan ran in a different area. This time, he ran in York Centre. He won by a lot of votes. He kept this seat for the Liberals for many years.

He was re-elected in the 1979, 1980, 1984, and 1988 elections.

Role as Solicitor General

From 1980 to 1984, Robert Kaplan was the Solicitor General of Canada. This is a very important job. He worked under Prime Ministers Pierre Trudeau and John Turner.

As Solicitor General, he helped create new security services for Canada. He also helped bring in the Young Offenders Act in 1984. This law changed how young people were treated in the justice system. It set 12 as the youngest age for criminal charges. It also meant shorter sentences for most young people under 18. The law also stopped the public from knowing the names of young people charged with crimes. He also worked to bring people accused of serious international crimes to justice.

After Politics

Robert Kaplan left the House of Commons in 1993. After that, he became the Honorary Consul of the Republic of Kazakhstan for Canada. This means he helped represent Kazakhstan in Canada. He even received an award from the President of Kazakhstan. He also worked as a director for several companies.
