Charles Herbert Joyce (January 30, 1830 – November 22, 1916) was an American lawyer and a politician. He was a member of the United States House of Representatives, representing the state of Vermont.

Early Life and Education
Charles Herbert Joyce was born in England on January 30, 1830. When he was six years old, in 1836, he moved to the United States with his parents. They settled in Waitsfield, Vermont.
He went to Waitsfield Academy and Northfield Academy. Later, he attended Newbury Seminary. While studying to become a lawyer, Joyce also taught at schools to earn money. He became a lawyer in 1852. In 1855, he started his law practice in Northfield, Vermont.
Public Service and Military Career
Joyce worked as an assistant state librarian for one year. After that, he served as the state librarian for two years. From 1857 to 1858, he was the district attorney for Washington County.
When the American Civil War began, Charles Joyce joined the Union Army. He served as a major and then a lieutenant colonel in the Second Vermont Volunteers.
Political Career
After the Civil War, Joyce returned to his law practice in Rutland, Vermont. He also became active in politics. He was a member of the Vermont House of Representatives from 1869 to 1871. During 1870 and 1871, he served as the Speaker of the House. This means he was the leader of the Vermont House of Representatives.
Joyce was elected to the United States House of Representatives as a Republican. He served four terms, from March 4, 1875, to March 3, 1883. He decided not to run for re-election in 1882.
After leaving Congress, he went back to his law practice in Rutland, Vermont. He retired from practicing law in 1895.
Later Life and Family
Charles Herbert Joyce lived in Pittsfield, Vermont until he passed away on November 22, 1916. He is buried in Evergreen Cemetery in Rutland, Vermont.
Joyce was married to Rouene M. Randall Joyce. They had three children: Inez Rouene Joyce, Grace Randall Joyce, and Charles P.F. Joyce.
