David Waisman Rjavinsthi, born on May 4, 1937, is a Peruvian politician. He was the Second Vice President of Peru from 2001 to 2006. He also served as a Congressman from 2000 to 2011.

Early Life and Education
David Waisman's parents, Natan Waisman Reines and Blima Rjavinsthi Tubac, came to Peru. They were young people escaping difficult times in Europe. David went to José Granda school for primary education. He also attended Hipólito Unanue school for some years of secondary school. However, he did not finish high school.
Political Journey
David Waisman joined the political party Possible Peru in 1994. He was elected as a Congressman for Lima in the elections of 2000, 2001, and 2006. In the 2000 elections, he ran alongside Alejandro Toledo. Their team did not win against Alberto Fujimori's team.
From 2000 to 2001, Mr. Waisman led a special group in the Peruvian Congress. This group looked into problems like corruption and other illegal activities.
Serving as Second Vice President
On July 28, 2001, David Waisman became the Second Vice President of Peru. He served in this role during Alejandro Toledo's government until 2006. When Raúl Diez Canseco resigned as First Vice President in 2004, Mr. Waisman became the only Vice President until 2006.
He also served as the Minister of Defense during President Toledo's time. He achieved these important government roles even though he did not finish high school or attend college. He later resigned as Defense Minister in 2002.
Elections in 2006
In 2006, David Waisman was first chosen by his party, Possible Perú, to run for president. However, another person, Jeanette Emmanuel, later became the party's candidate. After she withdrew, Rafael Belaúnde was chosen, but he also withdrew. Instead, Mr. Waisman ran for Congress again. He was successfully re-elected. He was one of only two Congressmen from Possible Perú to win that year, along with Carlos Bruce.
Elections in 2011
Mr. Waisman thought about running for Vice President again in the 2011 elections. He considered joining Luis Castañeda Lossio's team. He had left Possible Perú because he had disagreements with Alejandro Toledo. He then joined the Partido Solidaridad Nacional. In these elections, he lost his seat in Congress.
