David Waisman Rjavinsthi was born on May 4, 1937. He is a Peruvian politician. He served as the Second Vice President of Peru from 2001 to 2006. He was also a Congressman from 2000 to 2011.

Early Life and Family
David Waisman's parents were Natan Waisman Reines and Blima Rjavinsthi Tubac. They came to Peru from Europe. They were escaping unfair treatment against Jewish people.
David went to José Granda school for primary education. He started secondary school at Hipólito Unanue school. However, he did not finish high school.
Starting in Politics
David Waisman joined the political party Possible Peru in 1994. He was elected as a Congressman for Lima. This happened in the elections of 2000, 2001, and 2006.
In the 2000 elections, he ran with Alejandro Toledo. Toledo was running for president. Their team was defeated by Alberto Fujimori's team.
From 2000 to 2001, Mr. Waisman led a special group in the Peruvian Congress. This group looked into important issues and activities.
Becoming Vice President
On July 28, 2001, David Waisman became the Second Vice President of Peru. He served under President Alejandro Toledo. He held this position from 2001 to 2006.
He also became the Minister of Defense during Toledo's time as president. He held these important jobs even though he did not finish high school. He later left his role as Defense Minister in 2002.
In 2004, the First Vice President, Raúl Diez Canseco, resigned. After that, David Waisman was the only Vice President until 2006.
Running for Office Again
In 2006, David Waisman was first chosen to run for president by his party, Possible Perú. But then, other candidates took his place.
He decided to run for Congress instead. He was re-elected as a Congressman. He was one of only two Congressmen from the Possible Perú party at that time.
Later Political Steps
In 2011, he thought about running for Vice President again. He planned to run with Luis Castañeda Lossio. He had left Possible Perú due to disagreements with Alejandro Toledo.
He then joined a different party, Partido Solidaridad Nacional. However, he did not win his Congressional seat in the 2011 elections.
