Girish Chandra Murmu (born 21 November 1959) is an important Indian government official. He served as the 14th Comptroller and Auditor General of India. This role means he was the main person checking how the government spends money. He also worked as an external auditor for the Inter-Parliamentary Union and the United Nations.

Mr. Murmu was also the first Lieutenant Governor of Jammu and Kashmir. This is a top leadership role for the Union Territory of Jammu and Kashmir. He is a retired officer from the Indian Administrative Service (IAS). IAS officers are senior government administrators in India.

Early Life and Education

Girish Chandra Murmu was born on 21 November 1959. His birthplace was Betnoti village in the Mayurbhanj district of Odisha. He comes from a Santal family.

He studied at Utkal University, where he earned a Master of Arts degree in Political Science. He also has an MBA (Master of Business Administration) degree from the University of Birmingham in the UK. An MBA helps people learn how to manage businesses and organizations.

Mr. Murmu is the oldest of eight children. He has six brothers and two sisters. One of his brothers, Shirish Chandra Murmu, works as an Executive Director at the Reserve Bank of India.

Career Highlights

Girish Chandra Murmu has held many important positions in the Indian government. In 2001, he worked in Gujarat when Narendra Modi was the Chief Minister. He started as Relief Commissioner, helping people during emergencies.

Later, he became the Commissioner for Mines and Minerals. He also served as the Managing Director of the Gujarat Maritime Board. This board manages ports and shipping activities in Gujarat.

In 2004, his career advanced when he became a joint secretary in Gujarat's Home Department. This department deals with law and order. He worked closely with top leaders during his time in Gujarat.

When Narendra Modi became Prime Minister of India, Mr. Murmu moved to New Delhi. He worked in the finance ministry's expenditure department. Here, he helped manage how the government spends its money.

Lieutenant Governor of Jammu and Kashmir

On 31 October 2019, Mr. Murmu became the first Lieutenant Governor of Jammu and Kashmir. This was a new role after the region became a Union Territory. He took an oath of office at Raj Bhavan in Srinagar.

He served in this important position until 6 August 2020. He helped lead the new Union Territory during its early stages.

Comptroller and Auditor General of India

On 8 August 2020, Mr. Murmu was appointed the Comptroller and Auditor General of India. This is a very high-ranking job. The Comptroller and Auditor General checks all government accounts. They make sure public money is spent correctly and wisely.

He held this position until 20 November 2024. In this role, he also served as the chairman of the United Nations Panel of External Auditors. He was also the external auditor for the World Health Organization (WHO) from 2020 to 2023.
