He was born in Phú Thọ Province on August 15, 1957. He studied how to lead the country and its political party. He also attended special training courses for leaders in Vietnam and China.

Military and Political Journey

He has been a member of the Politburo, an important group in the Party, since 2021. He has also been part of the Central Committee since 2011.

On December 19, 2014, President Trương Tấn Sang promoted him from Lieutenant General to General. Cường was a vice director of the People's Army of Vietnam General Political Department from 2011 to 2016. He then became the director. In 2019, he was promoted to the rank of four-star General, which is a very high rank in the army.

On May 16, 2024, the Politburo assigned Cường to be the Permanent Member of the Secretariat. This was one of the top five most important jobs in Vietnam's political system. He took this role after Trương Thị Mai stepped down.

Serving as President

Important Decisions and Goals

On August 26, 2024, General Secretary Tô Lâm resigned from the presidency. This happened after he was chosen as the new General Secretary earlier that month, following the passing of Nguyễn Phú Trọng in July. On October 21, at a meeting of the country's main assembly, Lương Cường was chosen as president. Almost all the members of the National Assembly voted for him. He then officially became president for the rest of the 2021–2026 term.

In his first speech as president, Cường promised to keep the Party united and strong. He also aimed to make the government fair and powerful, protect the country's safety, and work for peace and friendship with other nations. On October 22, 2024, an official ceremony was held where Tô Lâm handed over the presidential duties to Cường. On April 7, 2026, his time as president ended. Tô Lâm then became president for a full term.
