Phạm Minh Chính (born 10 December 1958) is a Vietnamese politician. He used to be a lieutenant general in the public security forces. Since 2021, he has been the eighth prime minister of Vietnam. He is currently a very important leader in the Communist Party of Vietnam.
Phạm Minh Chính has been a member of the Politburo since 2016. The Politburo is a group of the most powerful leaders in the Communist Party. He is also the Vice Chairman of the National Defense and Security Council of Vietnam. This council helps make important decisions about the country's safety. He is also a Member of the National Assembly, which is like Vietnam's parliament.
Before becoming Prime Minister, Chính led the Party's Central Organizing Commission. He also served as the leader of Quảng Ninh province from 2011 to 2015. He was also a Deputy Minister of Public Security.
He has degrees in Civil Engineering and Law. He also has an advanced degree in Political Theory. He is an Associate Professor in National Security Studies.
On 5 April 2021, Chính became the Prime Minister of Vietnam. He took over from Nguyễn Xuân Phúc. His first year as Prime Minister was very busy because of the COVID-19 pandemic. He was in charge of Vietnam's response to the pandemic. Thanks to a big vaccination effort, Vietnam's economy grew well in 2021 and even more in 2022. In terms of foreign affairs, his government has made strong connections with many countries, including Australia and the United States.

Early Life and Education
Phạm Minh Chính was born on 10 December 1958. He grew up in Hoa Lộc, a commune in Hậu Lộc district, Thanh Hóa province, in what was then North Vietnam. He was one of eight children. His father worked for the local government, and his mother was a farmer.
After finishing high school in 1975, he studied at Hanoi University. In 1976, he went to Romania to study Civil Engineering at the Technical University of Civil Engineering of Bucharest. He also learned the Romanian language. In 2000, he earned his Doctor of Law degree. In 2010, he became an Associate Professor in Law.
Phạm Minh Chính joined the Communist Party of Vietnam on 25 December 1986. He also studied at the Hồ Chí Minh National Academy of Politics, where he earned an advanced degree in Political Theory.
Political Career
In January 1985, Phạm Minh Chính started working as an intelligence officer for the Ministry of Public Security. He worked in different roles, including as an intelligence officer focusing on Europe and America. In March 1991, he worked for the Ministry of Foreign Affairs at the Vietnamese Embassy in Romania.
In November 1994, he returned to the Ministry of Public Security. He became the Deputy Head of the Department of Europe. From 1999 to 2010, he served as Deputy Director in several departments. In August 2010, he became a member of the Central Committee of the Communist Party of Vietnam. He was re-elected to this committee in 2015. In February 2016, he became a member of the Politburo of the Communist Party of Vietnam, which is a very high-ranking position.
Prime Minister of Vietnam

In early 2021, the 13th National Congress of the Communist Party of Vietnam took place. During this event, many thought that Phạm Minh Chính would become the new Prime Minister.
On 5 April 2021, he was officially chosen as the Prime Minister of Vietnam by the National Assembly. Later, on 26 July 2021, he was re-elected for the 2021-2026 term with a very high number of votes.
On 28 July 2021, the National Assembly also approved him to be the Vice Chairman of the Vietnam National Defense and Security Council.
COVID-19 Pandemic Response
When the COVID-19 situation became difficult in Ho Chi Minh City, Prime Minister Phạm Minh Chính asked different ministries to help the city. He made sure that 25% of the country's vaccine supply went to Ho Chi Minh City.
Vietnam needed a lot of money to buy vaccines for its people. The country's budget was limited. To help with this, Prime Minister Phạm Minh Chính approved the creation of a special COVID-19 vaccine fund on 27 May 2021.
Social Distancing Measures
As the pandemic spread in southern provinces, Prime Minister Chính ordered a 14-day social distancing period. This started on 19 July 2021, in many areas, including Ho Chi Minh City and Cần Thơ.
On 31 July 2021, he extended the social distancing for another 14 days. This was because the situation in the southern provinces was still very serious.
Leading the National COVID-19 Committee
On 24 August 2021, Phạm Minh Chính was appointed as the Head of the National Steering Committee for COVID-19 prevention. This meant he was in charge of the country's efforts to fight the virus.
He visited Ho Chi Minh City to check on their efforts. He told the city leaders that they needed to find infected people early and provide them with the right care.
Environment and Climate Change
On 13 October 2021, Phạm Minh Chính spoke at an energy forum. He said that Vietnam is working to use more clean and renewable energy sources. The goal is to have these sources make up at least 20% of the country's energy by 2030. Vietnam is also trying to reduce its use of coal power plants.
He also attended the COP26 Conference, which is a big meeting about climate change. He gave important speeches there. He also spoke at events about reducing methane emissions and protecting forests.

In 2023, Phạm Minh Chính visited China and attended the World Economic Forum.
Special ASEAN-US Summit 2022
On 13 May 2022, Prime Minister Phạm Minh Chính attended a special meeting between leaders from Southeast Asian countries (ASEAN) and the United States. He met with President Joe Biden and Vice President Kamala Harris. They discussed important topics like maritime security, COVID-19, climate change, and clean energy.
Relations with France
Vietnam and France are working to make their cooperation stronger. This includes areas like politics, security, trade, science, health, and education. They are planning activities for 2023, which marked 50 years since they started diplomatic relations.
Relations with Japan
Relations between Vietnam and Japan have been very good during Chính’s time as Prime Minister. Both countries worked together to celebrate 50 years of their relationship in 2023.
In May 2022, Japanese Prime Minister Fumio Kishida visited Vietnam. This visit helped make the relationship between the two countries even stronger. They agreed to work more closely in many areas. They also worked to help Vietnam export fruits to Japan.
Relations with the United States
On 12 May 2023, Prime Minister Phạm Minh Chính met with US President Joe Biden at the White House. They talked about the relationship between Vietnam and the US, as well as global issues. He also met with leaders of American companies.

In September 2023, after Vietnam and the US agreed to a new partnership, Prime Minister Chính visited Brazil and the United States. In Washington, D.C., he gave a speech at Georgetown University about Vietnam's foreign policy and its relationship with the US. He also met with US government officials.
Family Life
Phạm Minh Chính has a son and a daughter. His younger brother, Pham Tri Thuc, was a Vice Chairman of the National Assembly Law Committee. His younger sister, Pham Thi Thanh, works as the Director-General of Internal Affairs at the Government Office.
