Phạm Minh Chính (born December 10, 1958) is a Vietnamese politician. He used to be a public security lieutenant general, which is a high-ranking police officer. Since 2021, he has been the eighth prime minister of Vietnam. He is a very important leader in the Communist Party of Vietnam.
He became a member of the Politburo in 2016. The Politburo is a group of the most powerful leaders in the Communist Party. Chính is also the Vice Chairman of the National Defense and Security Council of Vietnam. This council helps protect the country. He is also a Member of the National Assembly, which is like Vietnam's parliament.
Before becoming Prime Minister, Chính led the Party's Central Organizing Commission. He also served as the leader of Quảng Ninh province from 2011 to 2015. He was also a Deputy Minister of Public Security from 2010 to 2011.
He has degrees in Civil Engineering and Law. He is also an Associate Professor in National Security Studies.
On April 5, 2021, Chính became the Prime Minister of Vietnam. He took over from Nguyễn Xuân Phúc. His first year as Prime Minister was very busy because of the COVID-19 pandemic. He was in charge of Vietnam's efforts to fight the virus. Thanks to a big vaccination plan, Vietnam was able to open its economy again. The country's economy grew a lot in 2021 and 2022. In terms of working with other countries, his government has made stronger connections with many nations, including Australia and the United States.

Early Life and Education
Phạm Minh Chính was born on December 10, 1958. He grew up in a place called Hoa Lộc in Thanh Hóa province, North Vietnam. He was one of eight children in his family. His father worked for the local government, and his mother was a farmer.
In 1976, he went to study in Romania at the Technical University of Civil Engineering of Bucharest. He learned Romanian and studied Civil Engineering. Later, in 2000, he earned a Doctor of Law degree. In 2010, he became an Associate Professor in Law.
Phạm Minh Chính joined the Communist Party of Vietnam on December 25, 1986. He also studied at the Hồ Chí Minh National Academy of Politics. There, he earned an advanced degree in Political Theory.
Political Career
In January 1985, Phạm Minh Chính started working as an intelligence officer for the Ministry of Public Security. He worked in the department that focused on Europe and America. In March 1991, he worked at the Vietnamese Embassy in Romania.
In November 1994, he returned to the Ministry of Public Security. He became a Deputy Head of the Europe Department. From 1999 to 2010, he held leadership roles in several other departments. In August 2010, he became a member of the Central Committee of the Communist Party of Vietnam. He was re-elected to this committee in 2015. In February 2016, he became a member of the Politburo of the Communist Party of Vietnam, which is a very important leadership group.
Prime Minister of Vietnam

In early 2021, the Communist Party of Vietnam held its 13th National Congress. Many people thought that Phạm Minh Chính would become the new Prime Minister.
On April 5, 2021, he was officially chosen as the Prime Minister of Vietnam. This happened during a meeting of the 14th National Assembly.
Later, on July 26, 2021, the 15th National Assembly re-elected him as Prime Minister for the 2021-2026 term. Almost all the delegates voted for him. On July 28, 2021, the National Assembly also approved him to be the Vice Chairman of the Vietnam National Defense and Security Council.
COVID-19 Pandemic Response
When the COVID-19 situation became difficult in Ho Chi Minh City, Prime Minister Chính asked different ministries to help. He asked the police, military, transport, and health ministries to send support to the city. He also made sure that Ho Chi Minh City received 25% of the country's vaccines. This was to help vaccinate 2 million people by the end of July 2021.
The country needed a lot of money to buy vaccines. So, on May 27, 2021, Prime Minister Chính approved the creation of a special fund for COVID-19 vaccines. This fund helped gather money to buy the vaccines needed for the country.
Leading the Fight Against COVID-19
On August 24, 2021, Prime Minister Phạm Minh Chính was chosen to lead the National Steering Committee for COVID-19 prevention. This made him the main person in charge of fighting the pandemic in Vietnam.
He visited Ho Chi Minh City to check on the situation. He told the city leaders that they needed to find infected people early. He stressed the importance of testing and treating people quickly, especially those at high risk.
Environment and Climate Change
On October 13, 2021, Prime Minister Chính spoke at an energy forum. He said that Vietnam is working to use more clean and renewable energy. The goal is to get at least 20% of its energy from these sources by 2030. By 2045, they aim for 30%.
To reach these goals, Vietnam has created plans to encourage wind power, solar power, and energy from waste. The country also plans to reduce the use of coal power plants. Instead, they will use more gas-fired power plants. Vietnam is also working to use energy wisely and efficiently. They are following the Paris Agreement on climate change.
Phạm Minh Chính also attended the COP26 Conference, which is a big meeting about climate change. He gave important speeches there. He also spoke at events about reducing methane emissions and protecting forests.
Foreign Policy


In 2023, Prime Minister Phạm Minh Chính visited China. He also attended the World Economic Forum there.
Working with the United States
On May 13, 2022, Prime Minister Phạm Minh Chính met with leaders from Southeast Asian countries and the United States. They discussed important topics like maritime security and fighting COVID-19. They also talked about climate change and clean energy.
On May 12, 2023, Prime Minister Chính met with US President Joe Biden at the White House. They talked about the relationship between Vietnam and the US. They also discussed other global issues. He also met with leaders from big American companies.
In September 2023, after Vietnam and the US agreed to a new partnership, Prime Minister Chính visited the United States. He gave a speech at Georgetown University about Vietnam's foreign policy. He also met with US government officials.
Strengthening Ties with Japan
The relationship between Vietnam and Japan is very strong during Chính’s time as Prime Minister. Both countries are working together to celebrate 50 years of diplomatic relations in 2023.
Japan's Prime Minister, Fumio Kishida, visited Vietnam. This visit helped make the relationship between the two countries even deeper. They agreed to work together more closely in many areas. These include politics, trade, and technology. They also worked to help Vietnam export its fruits to Japan.
Family
Phạm Minh Chính has a son and a daughter. His younger brother, Pham Tri Thuc, was a Vice Chairman of the National Assembly Law Committee. His younger sister, Pham Thi Thanh, works for the Government Office.
