Larry Leon Palmer (July 13, 1949 – April 21, 2021) was an important American diplomat. He worked for the United States government in different countries. He served as the U.S. Ambassador to Barbados and several other Caribbean nations from 2012 to 2015. Before that, he was the U.S. Ambassador to Honduras from 2002 to 2005. He also led the Inter-American Foundation, an organization that helps communities in Latin America and the Caribbean.
Early Life and Education
Larry Palmer was born in Augusta, Georgia. He went to Emory University and earned a bachelor's degree in 1970. He continued his studies at Texas Southern University and Indiana University. At these universities, he focused on African history and higher education.
Diplomatic Career
Larry Palmer began his career by helping others. He was a Peace Corps volunteer in Liberia, West Africa, from 1971 to 1973. After that, he worked at the University of Virginia. He also taught history at colleges in Liberia and North Carolina.
In 1982, Palmer joined the United States Foreign Service. This is a group of people who represent the U.S. government in other countries. He worked in many places around the world.
- He was a vice consul in the Dominican Republic (1982–1984). A vice consul helps U.S. citizens abroad.
- He worked as a personnel officer in Uruguay and Paraguay (1984–1986).
- He served in the State Department, helping with African affairs (1986–1987).
- He was a counselor for administration in Sierra Leone (1987–1989).
In 1989, Palmer became a Pearson Fellow. This allowed him to work at the University of Texas at El Paso. He helped with the North American Free Trade Agreement (NAFTA). He also created exchange programs for students and teachers in Mexico. After this, he worked in South Korea (1991–1994) and again in the Dominican Republic (1994–1998).
From 1999 to 2002, he served as Deputy Chief of Mission in Ecuador. This role is like a second-in-command at a U.S. embassy.
Ambassador Roles
Larry Palmer became a U.S. Ambassador in 2002. An ambassador is the highest-ranking diplomat representing their country in another nation.
- Ambassador to Honduras (2002–2005): He was sworn in by Secretary of State Colin Powell. He worked to strengthen ties between the U.S. and Honduras.
- Nomination for Venezuela (2010): President Obama nominated Palmer to be the U.S. Ambassador to Venezuela. However, he was not able to take this position. There was a disagreement with the Venezuelan government at the time.
