Nasirul Mulk (Urdu: ناصر الملک; Pashto: ناصر الملک; born 17 August 1950) is a famous Pakistani judge and politician. He served as the seventh caretaker prime minister of Pakistan in 2018. Before that, he was the 22nd chief justice of Pakistan from 2014 to 2015.

As a jurist (a legal expert), he was chosen to be the Chief Justice by the Prime Minister Nawaz Sharif. His appointment was confirmed by President Mamnoon Hussain on 6 July 2014. He also worked as the acting Chief Election Commissioner from November 2013 to July 2014.

Before becoming a Senior Justice in 2005, Mulk was the chief justice of Peshawar High Court in 2004. In the Supreme Court, he was known for his strict approach to human rights and fairness. On 28 May 2018, he became the caretaker prime minister for the general elections that year.

Early Life and Education

Nasirul Mulk was born on 17 August 1950, in Swat, Khyber Pakhtunkhwa. His family was well-known and involved in politics. His father, Kamran Khan, was a Senator from 1973 to 1977. His younger brother, Shuja-ul-Mulk, was also a Senator from 2003 to 2009.

After finishing high school at Abbottabad Public School, Mulk studied at Jahanzeb College. He earned a BA in Fine Arts in 1970. The same year, he started studying law at Peshawar University. His professors saw him as a very "talented and bright student."

In 1972, he earned his Bachelor of Laws degree from Peshawar University. Later, in 1976, Mulk became a barrister after studying at the Inner Temple in England. He also earned a Master of Laws (LL.M.) degree.

Career in Law and Teaching

When Mulk returned to Pakistan, he started working as a lawyer at the Peshawar High Court. For a short time, he also taught law as a professor of law at Peshawar University. He also gave lectures on civil law at the Pakistan Administrative Staff College.

Mulk was a respected professor at Peshawar University. His students remembered him as someone who knew his subject very well and always came to class prepared.

He worked as a lawyer for over 17 years at the Peshawar High Court. He became known for being skilled and positive in his cases. In 1981, Mulk was chosen as the Secretary-General of the Peshawar High Court Bar. He later became the president of the Peshawar High Court Bar twice, in 1990 and 1993. From 1993 to 1994, Mulk was the Advocate General for the provincial government of Khyber Pakhtunkhwa, helping with legal matters.

Becoming a Judge

After meeting the requirements to be a judge, Mulk became a judge at the Peshawar High Court on 6 June 1994. He held this position until 2004. On 31 July 2004, he was appointed as Chief Justice of Peshawar High Court. In 2005, he moved to the Supreme Court of Pakistan.

In November 2007, a lawyer named Aitzaz Ahsan asked the Supreme Court to stop the government from imposing martial law. A group of seven judges, led by Chief Justice Iftikhar Mohammad Chaudhry, issued an order against the state of emergency.

However, President Pervez Musharraf ignored this order and kept the emergency in place. Mulk refused to take a new oath under the emergency rules and was removed from the Supreme Court. A strong public movement by lawyers, supported by PML(N), eventually forced President Musharraf to resign. Mulk was then brought back to the Supreme Court and took a new oath as a judge.

Leading the Supreme Court

If Pakistan's state institutions differ on implementation of the Constitution, the Supreme Court has the right to intervene, hinting at the same..

Nasirul Mulk was appointed as Chief Justice on 6 July 2014. Before this, he was the acting Chief Election Commissioner from November 2013 to July 2014. President Mamnoon Hussain gave him the oath of office in a ceremony in Islamabad. The previous Chief Justice, Tassaduq Hussain Jillani, handed over his judicial robes to Chief Justice Mulk.

Other judges described Mulk as "a very active judge who is strict about following the law exactly." He was known for his firm approach to law and his decisions often focused on human rights and treating everyone fairly. He retired as Chief Justice of Pakistan on 16 July 2015 and was followed by Jawad S Khwaja.

Serving as Caretaker Prime Minister

Shahid Khaqan Abbasi was the Prime Minister until 31 May 2018. On 28 May, just three days before Abbasi's government finished its five-year term, Abbasi and the leader of opposition Syed Khurshid Ahmed Shah agreed to choose Nasirul Mulk as the temporary Prime Minister of Pakistan.

After their decision, Mulk was sworn in as the caretaker prime minister of Pakistan at the Presidency Palace. As caretaker prime minister, his first step was to change some government officials. He appointed Suhail Aamir as his main secretary and Syed Abu Ahmad Akif as the cabinet secretary. He also asked the government's legal team to challenge a court decision that had canceled election nomination papers.
