North Oaks is a city in Minnesota, about 10 miles (16 km) north of St. Paul. It is located in Ramsey County. In 2020, the population was 5,272 people.
North Oaks was once a private community with restricted access. Today, signs still show that many areas are private. Homeowners in North Oaks own all the land, including the roads. The North Oaks Home Owners Association takes care of the roads, plowing snow, parks, and trails. Each homeowner's property line goes halfway into the street.
The city also has its own government with a Mayor and City Council. This government provides important services like fire protection, police, and planning. The city government itself does not own any property.
History of North Oaks
North Oaks started around Pleasant Lake. This lake was an important water source for the city of St. Paul. Even today, St. Paul still has rights to use the lake's water.
In 1883, a wealthy businessman named James J. Hill bought the land. He expanded it into a very large farm, about 5,000 acres (20 square kilometers). He used it as a breeding and hobby farm.
His son, Louis Hill, later owned North Oaks Farm. After Louis died in 1950, his children decided to develop the land. They wanted to create a special neighborhood that respected nature. They had seen how cities were growing quickly and wanted to build differently.
To make sure their plan worked, they divided the land into smaller pieces. They sold these pieces with a special agreement. This agreement created the North Oaks Home Owners’ Association (NOHOA). This association became responsible for maintaining the roads and recreation areas. Because of this agreement, each home's property line extends into the street. This means all the roads are privately owned by the homeowners.
The North Oaks Company still owns some land in the city. The original farm buildings have been fixed up and have information about their history. These buildings are not open to the public because North Oaks is a private area. Two of these old buildings, the Blacksmith Shop and Machine Shop, and the Dairy Building, are very important. They are listed on the National Register of Historic Places.
In 2008, the NOHOA contacted Google. They asked Google to remove images of North Oaks from its Street View service. This was because the images showed private roads. Google agreed, so you won't find Street View images for the roads in North Oaks.
Geography
North Oaks covers a total area of about 8.63 square miles (22.35 square kilometers). Most of this area, about 6.92 square miles (17.92 square kilometers), is land. The rest, about 1.71 square miles (4.43 square kilometers), is water.
