Many famous voices are in the film. These include Charlie Sheen, Sheena Easton, Ernest Borgnine, and Dom DeLuise. The story follows Charlie and Itchy on a new adventure.

The original director, Don Bluth, was not involved in this sequel. It was the last animated movie from MGM to be shown in theaters until Igor in 2008. The film also led to a TV show called All Dogs Go to Heaven: The Series.

Movie Plot Summary

Charlie and Itchy's New Adventure

The story begins with Charlie B. Barkin (Charlie Sheen) in Heaven. He feels bored with the afterlife, even with his best friend Itchy (Dom DeLuise) there. Their old enemy, Carface Caruthers (Ernest Borgnine), causes trouble again. He steals Gabriel's Horn, a very important item.

Carface tries to escape with the horn but loses it over San Francisco. Annabelle (Bebe Neuwirth), the head angel, announces the horn's theft. Charlie volunteers to get it back, saying he knows how to handle life on Earth. Annabelle sends Charlie and Itchy to Earth and gives them one miracle to use.

Becoming Ghosts and Meeting New Friends

When they arrive in San Francisco, Charlie and Itchy find they are ghosts. They cannot touch anything in the physical world. At a tavern, Charlie is charmed by a beautiful Irish Setter named Sasha La Fleur (Sheena Easton).

Carface appears in a real body. He got this body from Red (George Hearn), an old dog fortune teller. Red gives Charlie and Itchy special collars that let them be solid for one day. But Red is secretly a large, evil demonic cat who wants the horn for himself. Carface is helping him.

Charlie and Itchy meet Sasha and an 8-year-old human boy named David (Adam Wylie). David has run away from home to become a street magician. Charlie uses his miracle to let Sasha talk with David. David starts to believe Charlie is his guardian angel.

The Stolen Horn and a Promise

Charlie sees the horn taken into a police station. He gets it back but hides it in a lobster trap. He doesn't want to return to Heaven yet. David's street show doesn't go well. He shares that he feels his parents will not care for him when their new baby arrives.

Charlie convinces David that his parents will still love him. He promises to take David home. But Charlie secretly worries if he can keep his promise. Soon, Charlie and Itchy's collars disappear, and they become ghosts again.

The Final Battle

Carface kidnaps David. He tells Charlie to bring Gabriel's horn to Alcatraz Island. Charlie must give it to Red to save David. Charlie wants to keep his word to David. He gives the horn to Red.

Red uses the horn to trap Heaven's dog angels in Alcatraz. He also opens a portal to connect the human world to Hell forever. Charlie fights Red and gets the horn back. He plays it, freeing the angels. Red and Carface are sent back to Hell.

Charlie and Itchy are taken back to Heaven. Charlie gives the horn back to Annabelle. In return, he asks for a new life. Charlie says goodbye to Itchy, who decides to stay in Heaven. Charlie returns to San Francisco and reunites with Sasha and David. David goes home and makes up with his happy father and stepmother. Charlie and Sasha become mates and are adopted by David's family.
