The first person to settle in this area was Edway Stoughton. Later, Charles Parks settled the land that is now Cannon Falls in July 1854. The village of Cannon Falls was planned in 1855 by Richard and William Freeborn and county surveyor S. A. Hart.

The area had a lot of water power from the Big and Little Cannon Rivers. This attracted many factories and businesses. The first flour mill was built in 1857. Other factories, like a wool mill and a grist mill, also used the river's power starting in 1861.
