Mohamed Ennaceur (Arabic: محمد الناصر) was born on March 21, 1934. He is a Tunisian politician who held important roles in his country. He served as the acting President of Tunisia for a short time in 2019.

He became acting president after President Beji Caid Essebsi passed away on July 25, 2019. Mohamed Ennaceur served until October 23, 2019, when Kais Saied became the new president after winning the 2019 Tunisian presidential election.

Before becoming acting president, Ennaceur was the Speaker of the Assembly of the Representatives of the People. This is like being the head of the country's parliament. He was also a leader of the Nidaa Tounes political party. Earlier in his career, he worked as the Minister of Social Affairs in the 1970s and 1980s. He also held this role again in 2011.

Mohamed Ennaceur helped start the Tunisian Association of Social Law. He also founded the Festival international de musique symphonique d'El Jem, which is an international music festival.

On December 4, 2014, he was chosen as the Speaker of the Assembly of the Representatives of the People. He received many votes from the members of parliament. When President Beji Caid Essebsi died, Ennaceur became acting president. This was according to the rules in the Constitution of Tunisia.

Mohamed Ennaceur studied at the Institut des Hautes Études de Tunis. He also earned a special degree in social law from the University of Paris 1 Pantheon-Sorbonne. Social law deals with rules about workers' rights and social welfare. His studies focused on how the International Labour Organization helped develop social laws in Tunisia and Libya.

Early in his career, he worked with international groups. He was on the board of UNICEF from 1963 to 1964. He also worked with the United Nations Research Institute for Social Development. From 1973 to 1974, he was in charge of an office for Tunisian workers living abroad.

He led the World Employment Conference in 1976. He also chaired the Arab League Social Affairs Bureau from 1980 to 1983. Later, from 1991 to 1996, he worked with the World Trade Organization. He also led Tunisia's team at the United Nations in Geneva.

After 2000, he became an expert in corporate social responsibility. This means helping companies act in ways that benefit society. In 2005, he helped coordinate the United Nations Global Compact in Tunisia. This program encourages businesses to adopt sustainable and socially responsible policies.

Besides his international work, Mohamed Ennaceur held several important jobs in Tunisia. He was the governor of Sousse from 1972 to 1973. He served as Minister of Social Affairs two times. The first time was from 1974 to 1977, and the second was from 1979 to 1985. After the Tunisian Revolution in 2011, he was again appointed Minister of Social Affairs. This was during the governments led by Mohamed Ghannouchi and Beji Caid Essebsi.

In February 2014, he joined the Nidaa Tounes political party. He became its Vice-President. On December 4, 2014, he was elected as the Speaker of the Assembly of the Representatives of the People. He received 176 votes out of 217 possible votes. This made him the first Speaker after Tunisia adopted its new constitution in 2014. On December 31, after Béji Caïd Essebsi became President, Ennaceur took over as the temporary head of the Nidaa Tounes party.

After President Essebsi's death on July 25, 2019, Ennaceur announced he was the acting president. This was in line with Tunisia's constitution. The constitution states that an acting president can serve for a maximum of 90 days. This meant Ennaceur's role would end on October 23, 2019. Presidential elections were already planned for November 17. However, the election authority moved the date to September 15. This ensured a new permanent president would be in office by October 23.

Mohamed Ennaceur's Personal Life

Mohamed Ennaceur is married to Siren Mønstre. She is from Norway, specifically from Bergen. They met when they were students in Paris. They have been married for over 60 years and have five children.

Health Update

In late July 2019, soon after the death of the previous president, Beji Caid Essebsi, reports mentioned that Ennaceur was not in good health.
