Ronald Noble was born in Fort Dix, New Jersey, which is a United States Army base. His father was an African-American man who served in the army, and his mother was German. He grew up in the nearby town of Jobstown.
Noble was a very good student. After high school, he went to the University of New Hampshire. He graduated in 1979 with a degree in economics and business. Later, he attended the famous Stanford Law School. He was an editor for the school's law journal and graduated with honors in 1982.
Career in Public Service
Working for the U.S. Government
Noble began his career working for a judge named A. Leon Higginbotham Jr. The judge encouraged him to work in public service. In 1984, Noble became a government lawyer in Philadelphia. He worked on important cases involving crime and corruption.
In 1988, he moved to Washington, D.C.. He started working at the Department of Justice. He became a top aide to the head of the Criminal Division.
Jobs at the Department of the Treasury
In 1993, Noble took on a major role at the U.S. Department of the Treasury. He was put in charge of several key law enforcement agencies. These included the Secret Service, which protects the president, and the Bureau of Alcohol, Tobacco, and Firearms (ATF).
He led a team that reviewed the ATF's actions during the Waco siege in 1993. This was a major standoff between law enforcement and a religious group. His team wrote a report about what happened.
In 1994, a small plane crashed on the White House lawn. After this, Noble helped lead an investigation into White House security. A report was published with ideas to make the area safer. One major change was closing the part of Pennsylvania Avenue in front of the White House to cars. This helps protect against attacks.
Leading Interpol
In 1998, Noble applied to become the leader of Interpol. Top U.S. officials, like Attorney General Janet Reno and FBI Director Louis Freeh, supported him.
On November 3, 2000, he was elected Secretary General of Interpol. At 44 years old, he was the youngest leader in the organization's history. He was also the first American and the first person of color to hold the position.
His job was to help police forces from nearly 200 countries share information. This helps them solve crimes and find fugitives. Noble was very popular and was re-elected two more times. He served a total of three five-year terms. He left Interpol in 2014 and was replaced by Jürgen Stock of Germany.
Challenges at Interpol
During his time at Interpol, Noble's work was sometimes questioned. In 2011, he praised the police in Belarus for their investigation of a bombing in the city of Minsk. A BBC journalist later raised questions about the evidence used in the case. Interpol responded that the journalist's report was biased.
In 2017, a judge in Argentina made claims against Noble. The judge said Noble was involved in a plan to protect Iranian officials. These officials were wanted for a 1994 terrorist attack in Buenos Aires. However, the group Human Rights Watch called the judge's claims "far-fetched." Noble also said the report against him was "false, misleading and incomplete."
Life After Interpol
After leaving Interpol, Noble started his own security company called RKN Global. The company gives advice on security matters to clients around the world.
In 2016, his company planned to build a large factory in Banská Bystrica, Slovakia. The factory would have printed secure items like passports. However, the plan was later canceled due to political issues in the country.
